VACANCY

The “Legal Advisor” is expected to support the Ministry on a broad range of issues, including but not limited to taking the day to day legal responsibilities and providing legal advice that includes all the aspects of the analysis, investigation and drafting process. He/she is responsible for providing support and build the capacity of the staff and in discrete legal issues by advising the organization, drafting undertakings and structuring remedies for the relevant issues. This professional may also be engaged in helping to analyze and collect evidence and schedule staff hearings.

Background

The ministry of internal security (MoIS) has vital mission to secure the Galmudug state of Somalia and make it safer and better place for all the citizens, where peace and prosperity can be in the horizon in the immediate future, human rights is fully respected and rule of law is well-exercised above the individual interests.

Bringing these dreams to reality requires a complete resource mobilization; one of which is human expertise pool for the Ministry to deliver its mandates to the citizens in timely manner.

Therefore, the ministry of internal security of Galmudug state of Somalia is currently looking for an acknowledgeable legal advisor.

Roles and responsibilities

• Conduct legal analysis and research on various legal matters of the ministry.
• Provide advice on different legal issues and assist in drafting legal opinions, Memoranda and other legal documents.
• Be actively involved in preparing different acts and legal submissions and drafting the authoritative legal opinions as well.
• Assist in reviewing the legal material and any other relevant documents and identify the most important issues that need to be sorted out on a priority basis
• Draw up formalities regarding the settlement of disputes and monitor issues of the implementation of the legal clauses
• Advising on proposed changes to the agreed form sub-contracts.
• Writing ability for translation (from Somali language to English and vis-versa)

 

Reporting

The legal advisor will report the Director General unless other is decided.

Qualifications:

Education: At least a bachelor’s degree from an accredited college or university in

law or any other relevant field. A master’s degree will definitely be preferred.

Experience:

• At least five years at a senior level in law or related field and advisor with and international NOGs and governments.
• Ability to work collaboratively and form solid relationships with internal and external contacts.
• An understanding of international engagements in Somalia and experience of producing verbal and written communication.

• Writing ability for translation (from Somali language to English and vis-versa)
• No criminal record.

Language requirements

Fluent in writing, speaking in both English and Somali and translate each into other.
