Core Description
The OAGS is seeking to establish its legal directorate and as such is seeking to employ an Attorney to join this unit.
The legal capacity of OAGS is critical for mandatory audit tasks as well as for the expected reform of OAGS following a new audit act. A Senior Legal Expert (SLE), through support of the European Union Delegation (EUD), is currently providing legal support to a small unit of legal counsel in the OAGS. However, the current number of staff are few and building a sustainable legal unit in OAGS will require hiring of new staff with a law-related education and professional experience.
The Attorney will be part of the legal unit and will undertake a number of activities related to building legal capacity under close supervision of the General Counsel in the OAGS, and with the Senior Legal Expert (EUD).
Job Responsibilities
The main role of the Attorney is to take responsibility for and guide on more advanced tasks in the legal unit requiring a strong legal background.
The Attorney is also expected to contribute to legal capacity building of the legal unit through various activities, but not limited to the following:
Strengthen the current legal unit in the OAGS by fast-tracking restructuring the legal unit, recommend appropriate staffing in terms of competency and numbers.
Establish modern operating procedures in line with the mandates of the OAGS with respect to registration of contracts, decrees and memoranda with the OAGS.

Establish procedures for review of all legal instruments for contract registrations, as well review of all presidential decrees and memorandums submitted to the OAGS.
Establish procedures for review of all documents originated by the OAGS for any legal implications and advise the Auditor General accordingly. This includes a number of manuals (Human Resource Manual, ICT manual etc), contracts and other documents.
Provide technical assistance with dissemination of the Audit Bill once it becomes law, and also with the finalization of the draft regulations to support implementation of the new audit law.
Conduct trainings for auditors and other staff in legal matters as requested and set in the OAGS Training and professional development plan, such as related to procurement or other laws.
Work with the SAE in providing technical guidance in those activities for strengthening internal legal capacity of the unit.
Oversee translation of all reports, documents and manuals from English to Somali and vice versa, especially documents of the Legal unit.
Report to the Auditor General through the General Counsel Unit for Legal Counsel and is required to submit the following periodic reports:
A written monthly report to the Auditor General. The report will highlight among others capacity building activities performed during the month, and plan for the following month.
Quarterly and Annual Report to the Auditor General. It will summarize capacity building activities performed during the period, and plan for the following period.
Any other reports as may be required from time to time by the Auditor General and the Project Coordinator in the interest of the project.
Qualifications and Experience
Relevant law-related degree or higher education in law from a recognized institution.
Professional practice certification in law and good standing.
Minimum of 5 years of relevant working experience (post qualification) in legal practice with a recognized law firm.
Experience of leading similar assignment(s) in Somalia and/or federal states.
Strong interpersonal skills and ability to work within and build a team environment, excellent communication and negotiation skills, ability to work effectively and harmoniously within a diverse work environment.
Ability to adapt and cope with changes and work-related pressure.
Working experience with a Supreme Audit Institution is an additional advantage.
Written and spoken fluency in Somali and English are mandatory.
