1. BACKGROUND
Since it first emerged at the start of 2020 as a global health crisis, COVID-19 has spread to nearly every country in the world. Defined as the greatest challenge the world has faced in decades, the pandemic has disrupted entire nations’ social, economic and political lives. Somalia joined the long list of countries dealing with COVID-19 on 16 March 2020, when federal Health announced the first confirmed case. As of 06 October, there are 3,745 confirmed cases in Somalia with 99 confirmed death cases.
Considering the Somalia’s health system is already at breaking point following decades of instability caused by conflict, neglect and climate shocks. The country was most vulnerable to the spread of infectious diseases and most unequipped to deal with a pandemic. Humanitarian organizations and partners tried to support the Somali health system and stop the spread of COVID-19. But stigma was making people avoid treatment.
SOS CV Somalia is one the international organization working on humanitarian intervention for the last 35 years through provision of primary health care services as well as children protection and educations. SOS CV Somalia has the second biggest referral hospital in Mogadishu and closely worked with federal government ‘s ministry of health and the federal member states to expand health services, including establishment of health facilities in Baidoa and Hudur that provide maternal and child care and nutrition services to ensure services reach the most vulnerable populations in the country.
The alarming spread of COVID-19 across the country has led SOS Children’s Villages Somalia to take various steps to respond including equipping the frontline health workers, who are key in saving lives and overstretched and threatened by spread of COVID-19. In addition, SOS CV Somalia in cooperation with Ministry of Health of South west State of Somalia established the first equipped COVID-19 quarantine center in Baidoa to slow the spread of COVID-19 and minimize its impacts on the community. The organization also ensured the health program staff are equipped with the right information and enable them cascade the same to the communities they are serving with better awareness and step taken in the event of the COVID-19 spread in either their working areas in which they provide health care services. SOS CV Somalia carried out COVID-19 awareness raising campaigns through development of IEC materials in providing risk communication and community engagement messges at the facilties and community level and also provided protective equipment’s like masks, disinfectant materials and provide hand washing facilities in all its health facilities in Somalia.
The SOS CV Somalia health co-workers at the front lines sacrificed their lives to help their communities where during the intervention, 8 staffs were infected and lost senior nurse to COVID 19. SOS CV Somalia recognizes that documentation and communications is fundamental to achieving the organization’s mission and objectives. It’s on this background SOS CV Somalia plan to document mitigation measures and impact of COVID-19 crisis on frontline health workers and better understand the impact of the crisis on the most vulnerable households and therefore seeks qualified and experienced Development Communications Consultants or Companies to produce a video documentary of stories of change and impact stories, best practices and case studies on SOS COVID-19 response and prevention intervention in Bay region.
2. OBJECTIVES OF THE ASSIGNMENT
The overall objective of the assignment is to produce video content for SOS CV Somalia on the impacts of COVID-19 crisis to frontline staff, highlighting the best approaches, best practices, achievements and real impacts in the programme focal areas including the government and the voices of all socio-economic groups.
2.1 Scope of Consultancy
The scope of the consultancy is to produce video content of COVID-19 impact through documentations of the best approaches, impacts, best practices and achievement within its implementation context and establishing the extent to which the project has contributed to SOS CV Somalia’s mission and vision in the target area. The impact documentary will be conducted in Baidoa where the project activities were implemented; and will target project beneficiaries, project staff, relevant line ministries and other stakeholders.
2.2 Key Deliverables
The Expectations from the Consultant:
- Production of 15-20 minutes video with variation types of duration demonstrating evidenced of SOS CV COVID-19 response and prevention intervention.
- Creation of general concept of the video.
- Development of the detailed scenarios of the video. 3 minutes Collect and photograph quality images of project beneficiaries
- Delivery of final video in different formats for TV and online
2.3 Professional requirements
The service provider will be required to have the following:
- At least five years of experience in videography/video editing, experience of editing using Final Cut Pro.
- Demonstrated experience of conception, production and editing of mini video documentaries and PSAs
- Experience covering social, humanitarian and development subjects will be an asset
- Experience in development of communication materials.
- Experience, knowledge and clear understanding of Somalia’s operation context;
- Good interpersonal skills and fluent in English and Somali language
