1.0 OVERVIEW
The Directorate of Environment and Climate Change (DOECC) under the Prime Minister Office Federal Government of Somalia is the focal point for multi-lateral environmental agreements (MEAs) and will coordinate national level actions to meet Somalia’s obligations under the MEAs. Directorate of Environment and Climate Chang DOECC in partnership with United Nations Development Programme (UNDP) are implementing GEF funded project to strengthen Somalia’s institutional capacities to meet and sustain Rio Convention obligations project addressing three main categories of articles under the three Rio Conventions. The project will be implemented through three strategically linked components, each of which contains a set of outputs with their respective activities. At the end of the project, each of the three components will result in an expected outcome, namely: 1) Environmental governance is improved through strengthened policy coordination, 2) Global environmental governance is decentralized, and 3) Environmental attitudes and values for the global environment are improved. The proposed project conforms to the GEF CCCD Strategy, specifically operational frameworks 2, 3, and 4.
2.0 WEBSITE DEVELOPMENT AND DESIGN
In partnership with UNDP the Directorate of Environment and Climate Change (DOECC) are inviting proposals from reputable and qualified companies/agencies, with a track record of success in developing world-class, dynamic and responsive design websites, to develop impressive website for the Directorate of Environment and Facebook pages under the Cross Cutting Capacity Development Project to increase Somalia’s use of the Internet and social media to disseminate data and information of the local issues and global environmental governance.
This assignment also calls for providing input on the design of the websites of government ministries and agencies in order to increase connectivity among the various websites, through, among others, the use of hyperlinks.
3.0 SCOPE OF WORK
The website development and design company/agency will be expected to undertake the following tasks:
Facilitate and develop a creative brief with DOECC and UNDP that defines the scope and functionality of the website that fit the purpose of the project.
Develop one Facebook page that promotes to the concepts of environmental mainstreaming and decentralized environmental governance, with reference to the three Rio Conventions.
Develop a dynamic, responsive and world-class website capturing the latest trends for website presentations such as strong SEO/placement guarantee and which is compatible and easily accessible to most common devices’ browsers (laptops, mobiles and other handheld devices)
Advanced Database Integration with a Content Management System (CMS) – based on the best user-friendly tools.
Integrate an effective search function on the website especially in relation to
environmental governance and knowledge products related to the three Rio
Conventions.
Following an internal appraisal process, install the website on the hosting location, and upload all archived content to the new website (images, text, embedded video, PDFs, HTML, photo albums, etc.)
Review current website hosting and recommend enhancements or change to host a new website.
Configure website hosting with relevant security certificates & panel access
Knowledge transfer – provide training to select project team on management of the website, updating of the advert sections and other website content.
Write content for the new website with the support of the project staff.
Provide support for a period of 1 year after the go-live date of the website with the possibility of renewal of support contract based on performance.
Work with other website hosts to install appropriate linkages between and among the websites of other government ministries, agencies, and organizations.
4.0 REQUIRED SKILLS AND EXPERIENCE
The vendor should demonstrate and provide examples of previous experience in the performance of similar services as follows:
Be a reputable firm with at least 7 years of prior experience designing visually appealing and navigation friendly web sites.
Familiarity and relevant experience in using different Content Management Systems (CMS) to develop database-driven websites.
Have a deep knowledge of current web development technologies and design tools in the field, and new software and other web programming languages and programs including the use of HTML, XHTML, CSS, XML, XSLT, PHP, MYSQL, Java.
Have excellent knowledge of recent trends in user interface design, flagship web sites, including online video publishing, animation, and social media networking.
Demonstrate the ability to create an innovative and visually appealing design that is appropriate to the client and audiences.
Ability to produce compelling written and visual digital content for newly launched websites and digital platforms.
Experience in project managing website development projects and facilitating organizational input to deliver on time and within budget.
5.0 PROPOSAL SUBMISSION
Interested Companies must submit the following documents/information to demonstrate their qualifications:

Financial Proposal: Applicants are requested to submit their financial proposal covering all expenditures including consultancy fees and any other relevant expenses related to the performance of services.
Sample of past work: applicants are requested to submit links to websites developed and designed (predominantly in Somalia) to demonstrate the experiences required by this Terms of Reference.
6.0 DURATION OF ASSIGNMENT
Website development and design shall take a maximum of 45 working days from the day of signing of the contract between DOECC/UNDP and the vendor.
The vendor will be required to submit a detailed work plan with clear timelines on deliverables.
7.0 EVALUATION/SELECTION CRITERIA
Submissions will be evaluated in consideration of the following evaluation criteria:
Evaluation Criteria – a total of 100 points.
Evidence of high-quality work in UI design, digital branding, content messaging, and functionality as presented through the firm portfolio [30 points].
Experience and qualifications of the team proposed to deliver the work by the company. This part of the evaluation will be based in the CVs of the individuals comprising the team that need to be shared by the firm in their proposal [20 points].
Capacity to project manage and deliver the objectives of the assignment based on the deadlines provided in this document [10].
Experience working with international development organizations, especially in the impact investing in Africa [10 points].
Financial offer [30 points].
In order to qualify for further consideration, the company must accomplish a minimum score of 70 percent in the technical offer.
8.0 APPLICATION PROCEDURES:
Interested qualified local vendors should submit their full RFP – Request for Proposal to (dg@environment.gov.so) and copy nabil.abdi@undp.org on or before COB 16st November 2020 5:00 PM. No late proposal shall be accepted.
9.0 DISCLAIMER
DOECC and UNDP reserves the right to determine the structure of the process, number of short-listed participants, the right to withdraw from the proposal process, the right to change this timetable at any time without notice and reserves the right to withdraw this tender at any time, without prior notice and without liability to compensate and/or reimburse any party.
