Job Title: Health/Nutrition Technical Manager
TEAM/PROGRAMME: PDQ LOCATION: Puntland
SCI GRADE:   2 Job Type: Somali National
CHILD SAFEGUARDING: Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE: The Health Program manager will directly responsible for supporting the Technical aspects of the anticipated Damal Cafimaad health program ensuring it is implemented with quality. S/he will ensure progress reports and project work plans are timely prepared and adhered to, as well as ensuring provision of effective technical assistance and support for health and nutrition activities in support areas, ensuring planned program activities are implemented as planned and in line with Save the Children policies and procedures, and donor requirements.
SCOPE OF ROLE:

Functionally Reports to: Senior Health Technical Specialist(SHTS)

Dimensions: Save the Children works in several regions in Somalia/Somaliland with a current staff complement of approximately 600 staff.

KEY AREAS OF ACCOUNTABILITY: 

Providing Technical support Program.

  • Responsible for overseeing the Technical aspects of the program ensuring it is implemented with quality
  • Ensure Progress reports and project work plans are timely prepared and adhered to, as well as ensuring provision of effective technical assistance
  • In consultation with the MOH, design and implement effective onsite technical supportive supervision to the Health workers
  • Coordinate the conduct of regular joint Technical review meetings with the MOH to assess progress of the project against its targets.
  • Lead on the roll-out and implementation of the Quality of Care Initiative across all supported Health facilities
  • In close collaboration with the Program Manager and logistics and finance teams to support all activities of the Damal Cafimaad health program in the program location. These includes but not limited to providing close technical support, ensuring quality of project implementation, ensuring cross-learning and documentation, sharing lessons with relevant partners, ensuring compliance with health thematic plan and organizational standards, etc.
  • To lead in developing technical research protocols to support analysis of project achievements, constraints and findings.
  • To lead in the coordination and preparation of donor reports and, in liaison with the operations, awards and finance departments, to ensure that these are of high quality, reporting clearly on progress towards the outputs, and thus towards meeting the purpose, of the project as stated in the project proposals
  • To document achievements and learning of the projects on a quarterly basis and share with the wider Health and Nutrition Team

Coordination and Representation

·       Ensure interactive programming with other sectors particularly WASH, and where applicable with protection, education, livelihoods and food security in other projects within project location.

·       Represent the Damal Cafimaad program to partners, donor agencies, health agencies, including Ministry of Health (MOH), and the World Bank.

·       Support the Health technical team in respect to the coordination of health/nutrition activities of the Damal Cafimaad program.

QUALIFICATIONS AND EXPERIENCE 

PERSON SPECIFICATION

The post holder will be sensitive to the cultural and political environment of Somalia and will have the ability to plan and ensure the implementation of the project, and to manage resources effectively.

Essential

·       Health professional with relevant qualification in medicine and/or Public health. Master’s degree in Public Health preferred. At least 5 years’ experience in similar role with substantial relevant experience in Health technical program management

·       Previous experience in coordinating, implementing and managing complex health programs with INGO’s in developing countries and/or IDPs settings.

·       Experience in situation analysis, health assessments and program implementation.

·       Excellent skills in monitoring implementation of Health programme activities.

·       Excellent oral and written communication skills.

·       Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.

·       Excellent computer skills: MS Word, Excel, Power point, Epi-Info/SPSS, Outlook and the internet.

·       Ability to multitask, work under pressure, exercise flexibility and adaptability to transition.
