Organizational Background

SPARK was founded twenty years ago to offer young, ambitious people in (post) conflict countries prospects in their own country by supporting SMEs and entrepreneurship to improve employment. SPARK established operations in Somaliland/Somalia. SPARK works closely with local and international development partners on private sector development with presence in Somaliland/Somalia. Within this cooperation, SPARK focuses on its key strengths, being Diaspora Migrant Entrepreneurs, Youth Employment, Youth entrepreneurship and students in higher education to entrepreneur.

  1. Project Background

The LEAD 2 programmed is a 4-year Dutch Ministry of Foreign Affairs-funded

programme (2020/2023) that aims to improve and enhance economic prospects and opportunities for youth in Tunisia and Somaliland by supporting SMEs to grow, alongside supporting an enabling business environment, and developing entrepreneurship and employability measures.

 

The LEAD program creates employment opportunities for young men and women in Somaliland, Puntland, and South-Central Somalia regions. By supporting youth in sustainable income generation, for example by helping them start a business, or existing enterprises to help grow so that new working places will be created for young people, the local economy is stimulated and youth are offered a local perspective. It is expected that this contributes to a diminishing migratory pressure and the risk of radicalization and conflicts.

 

This program supports entrepreneurs with coaching, training and access to finance and markets, with special attention being paid to young women. The programme focuses on economic sectors with growth potential in regions where youth employment is not only necessary, but also possible to achieve improvements on. In addition, entrepreneurship education is promoted among young people and integrated in higher and vocational education. Most of the activities of the project focuses on training especially young people, since this group is more inclined to consider irregular migration and have the best potential to be entrepreneurs.

 

SPARK beliefs that the development of entrepreneurial and job readiness skills in the education system may increase the supply of future entrepreneurs in the country which likewise will create business startups and job creation.

 

  1. Objective of Consultancy

The main objective of this consultancy is to deliver TOT training to 25 TVET teachers on entrepreneurship and job readiness skills. This is to equip the TVET teachers with the knowledge, skills, and attitude to produce business idea, develop business proposal, and manage business effectively and efficiently. Additionally, it is to equip the TVET teachers with all the necessary knowledge and skills required, for them to be successful entrepreneurs. Specifically, the training will focus on entrepreneurships concepts including business proposals, marketing, innovation, creativity, resource mobilization etc.

 

  • Scope and Duration of Work

The assignment will be conducted in Hargeisa Somaliland with teachers coming from various public and private TVET Centers in HargeisaThe entrepreneurship training will last 7 days in the month December 2020

 

  1. Expected Outcome

After the training, the expected outcomes of the training include:

  • 25 TVET teachers gained knowledge on entrepreneurship skills including but not limited to generating business idea, business planning, marketing, pricing and customer handling, financial literacy and management, budgeting and business record keeping
  • Not only the teachers will gain knowledge on entrepreneurship skills but also, they will replicate the knowledge gained to their respective institutions. This will enhance the overall entrepreneurship skills for the students of their institutions including but not limited to GAVO, CANDLELIGHT, HTI, HAVOYOCO and Kuwait Technical School.
  1. Methodology

The trainer is expected to propose a suitable methodology for conducting the training of TOTs. While it is so, SPARK expects the trainer to carry out the following:

  • Desk Review: The trainer is expected to review all the project documents to check project objectives, goals, and requirements.
  • Training Workshop: The trainer will be responsible for the planning, development of module/course outlines and conduct of the seven-days workshop for the TVET trainers. The training should be practical based. It is expected that the workshop will provide participants with knowledge and skills and will at least utilize the following methodologies
  • Short lectures
  • Demonstrations
  • Group discussions
  • Interactive exercises
  • Team activities
  • Provision of handouts/materials
  1. Use the best approach of teaching methodology such as participatory learning approach and effective presentation skills that can make university lecturers active during the training session, by using practical examples, the use of technical and subject matter experts, interactive group exercise and discussion and customized case studies, business simulations and role plays as well as participants led presentations.
  2. Conduct pre and post training evaluation to discover the level of knowledge of the participants and teachers with respect to entrepreneurship.
  3. The entrepreneurship materials developed should be relevant to the context.
  4. The training package should incorporate all relevant information about the course and provide recommendations and suggestions about ways forward

 

  1. Deliverables
  • Inception report: detailing the methodology including the training plan, outline, training methodology, and work plan.
  • Development of the tools required for the TVET TOT training approved by SPARK concerned program team before the kickoff of the training
  • Submission of a draft report of the training including all annexes
  • A final report (on electronic)
  • An electronic/hard copy of all training tools, presentation, pre and post evaluation and training material data set.
  • Attendance sheets of participants

 

VIII. Qualification, Experience, and the desired competencies of the Consultancy

SPARK is looking for a highly qualified entrepreneurship trainer facilitate entrepreneurship training to TVET teachers. Specifically, SPARK is looking for a trainer who meet the following requirements:

  1. Advanced University Degree of Business Administration (MBA), Economics or other social science with a concentration on entrepreneurship
  2. At least 5 to 8 years of experience Previous experience of facilitating entrepreneurship and job readiness trainings
  3. Extensive experience in delivering TOT training on entrepreneurship
  4. Ability to work independently, flexibly and under pressure
  5. Excellent written English and Somali (desirable)
  6. Proficiency in computer skills
  7. Excellent facilitation skills
  8. Experience of working in the horn of Africa, Somaliland/Somalia, and Somali context
