Consortium and Partnership Coordinator

Purpose of the position

To coordinate the Dutch-funded ‘Somalia Joint Response’ (4 INGOs working in collaboration with 10 LNGOs) across Somalia and manage Oxfam’s and our three local partners’ commitments in the SOMJR. To coordinate and support Oxfam’s local partnerships in Somaliland/Somalia.

Background:

Oxfam is the lead organisation for the Dutch MFA-funded “Somalia Joint Response” (SOMJR under the “Dutch Relief Alliance” – DRA – an NGO Alliance), a consortium consisting of 4 INGOs and 10 LNGOs, with a presence in Somaliland, Puntland and South Central Somalia. Since 2019, the

SOMJR is delivering a multisectoral integrated humanitarian response, focusing on the following sectors: Nutrition, WASH, Health, Food Security and Livelihoods, Protection. Cash transfers play an important role throughout the response. The SOMJR integrates the DRA’s strategic objectives: 1) more accountable humanitarian action, 2) innovation and learning, 3) collaboration for effective responses, 4) more effectively supporting locally led responses. Accountability and localisation are the key objectives and drivers of the consortium.

Similarly, Oxfam Somaliland/Somalia is strongly committed to localisation and the promotion and support of local humanitarian leadership. The post-holder will therefore also provide coordination and support within Oxfam to local and national partners – on joint initiatives (proposals, advocacy, capacity strengthening) and partnership strategy and learning.

Key responsibilities and tasks

Consortium Coordination and Collaboration:

Maintain good partnership relations and communication with the 3 other Joint Response members of the SOMJR and their local partners;

Ensure cooperation and coordination between the implementing partners regarding Monitoring, Evaluation, Accountability and Learning (MEAL), knowledge and best practice sharing among member organizations to ensure effective and efficient delivery of the project;

Organise regular meetings with members and Oxfam’s local partners to report on progress, status and possible re-adjustments of activities; and share and discuss best practices and new initiatives and/or innovation;

Identify and collect lessons learned, and facilitate the sharing of these with the DRA, partners and donors.

Facilitate capacity strengthening for JR-members and support to local partners in line with the localisation agenda, based on needs identified by partners.

Lead and coordinate the drafting of consortium reports and updates to the donor; coordinate input and draft additional project proposals for the SOMJR if required;

Conduct monthly reviews of partner reports, and follow up on any issues in a timely manner, in collaboration with Oxfam’s technical leads and finance team.

Ensure that project information and results are updated regularly on the internal system

Monitor the country context and give updates to consortium members and Netherlands-based leads/DRA on key strategic issues of interest with regards to possible implications for achieving the Joint Response objectives;

Assess and provide recommendations for visibility, and if relevant, develop joint advocacy initiatives of the JR;

Maintain situational awareness including current and upcoming opportunities, economic and political developments, humanitarian risks and challenges;

Maintain a good relationship with the Dutch Relief Alliance’s working groups and leadership: participate and represent the SOMJR in regular DRA meetings, strategy workshops and surveys;

Represent the SOMJR to external actors, in particular the Dutch MFA and maintain a good relationship with donor representatives, including through project/context updates and the organisation and facilitation of SOMJR donor visits.

Keep monitoring situation and sharing regular information with ONL, DRA and Dutch MFA/Embassy about new/emerging crises and needs for any additional resources.

Together with the Partnership Support Officer and Senior Finance Officer, ensure that Oxfam’s partner contracts are issued and grants released in a timely manner; regularly update outputs/results in the system.

Facilitate the development of capacity building plans for gaps identified by partners and lead coordination with colleagues in Oxfam to deliver on commitments.

Collaborate closely with Oxfam’s technical leads, funding coordinators and finance team to support partner capacity strengthening and continuous support in joint projects, including the

development of new proposals with partners;

Ensure follow up with partners on strong narrative reporting and financial accounting in donor and internal reports

Propose new humanitarian and development partnerships based on a shortlist developed for Oxfam Somalia, and lead engagement with new partners, in line with the country/partnership strategy.

Together with the Partnership Support Officer, ensure that RAMON (Partner Risk Assessment) is conducted for all partners on a regular basis; work closely with SNC’s localization working group’s SPAT (Som. Partnership Assessment Tool) taskforce to deliver a common partnership assessment tool for partnerships with Somali organizations

Strengthen the capacity of the Partnership Support Officer on partnership commitments and partnership programming

Feed into Oxfam’s localization pillar in the humanitarian influencing strategy and ensure that local leadership is displayed in media and donor visits to contribute to localization and charter for change/Grand Bargain commitments

Follow up regularly with Oxfam and partners to ensure parties are pleased with the partnership relationships, problem solve and mediate where issues arise.

Ensure that all Oxfam partners are aware of and promote the inclusion and equal participation of women and most vulnerable communities/other minorities in their work, that programmes clearly meet community needs and requests for assistance and mutual accountability is ensured;

Support partners in ensuring that programmes overall are of quality and in line with global/national and organisational (accountability) standards (CHS, SPHERE, Somalia Cluster recommendations and guidelines)

Ensure programmes with partners do not inherently cause harm to people they should support; this includes supporting partner teams in developing and adhering to safe programming risk analyses as well as support on PSEA (development of guidelines and the promotion of Oxfam’s and partners’ confidential reporting channels).

Support partner in developing, strengthening and compliance to safeguarding system and processes

 

Requirements

You have:

Master’s degree in relevant discipline, including humanitarian or development studies, project management, economics, political science, anthropology etc.

Experience in consortium coordination and management (humanitarian/development), including strong project cycle management skills, strategic planning, reporting, monitoring & evaluation skills.

Very good command of English in word and script. Proven end quality donor reporting and proposal development skills distinct advantage.

Excellent people, networking, coordination and diplomacy skills

Experience of working with partners in humanitarian settings (local, national and regional) and a nuanced understanding of partnerships which encourages participation, articulates the rights of partners, alongside managing relational and programme issues

Experience in supporting local partners with meaningful capacity strengthening initiatives, based on their expressed needs and gaps

A clear understanding of localization commitments: Grand Bargain, the Somalia localization agenda and CHS

Effective communication internally and externally towards government and NGOs, donors and within matrix management: superiors, managers, technical experts.

Leadership capacity to develop a common vision, and capacity to support and develop staff

Demonstrated experience of integrating gender, protection, safeguarding and diversity into humanitarian programmes

Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.

Sympathy with the aims, values and objectives of Oxfam

Commitment to humanitarian principles and action, and relevant codes of conduct including CHS, the NGO/Red Cross Code of Conduct, and Oxfam International procedures and other regulatory codes.
