Job Description
| ROLE PURPOSE:
The Programme Officer will work to contribute towards reduction against vaccine preventable diseases by increasing access to high quality immunisation services, Supporting Demand Creation Activities, strengthening systems and building local capacity. Responsibilities will include the provision of technical contributions to project design, planning, implementation, monitoring and evaluation as well as liaising with external stakeholders

| o Conduct technical assessments including gap analysis of the current adaptation and implementation of the RED/REC strategy in the targeted woredas
o Support the development of micro-plans by woreda health offices o Proactive participation in team planning o Setting targets for immunisation coverage o Developing health promotion activities and messages to complement EPI o Enhance routine immunisation sites to improve delivery of routine immunisation in target woredas o Support the establishment or re-vitalisation of immunisation outreach sites Gather relevant, up to date information and ensure sharing in a timely manner for effective budget preparation, programme design, implementation, management and availability through: o Regular meetings with all stakeholders o Developing standardised methodologies for management, collection and processing of data o Collation and analysis of information for further dissemination o Ensuring EPI coverage is carefully monitored in collaboration with health manager o Ensuring programme activities are monitored, recorded and reported o Responding to ad hoc requests for data, analysis, presentations and information o Assessment of vaccination needs in the affected population o Ensuring team carries out proper forecasting, storage, recording and monitoring o Working closely with the logistics team to ensure the vaccine cold chain is maintained from storage warehouse to beneficiary o Ensuring compliance with established rules, regulations and plans of action o Identification of areas of capacity building and contribution to training plans o Provision of supervision and training in EPI o Build the capacity of health workers and woreda health offices through experience sharing and training on immunisation in practice and cold chain use o Improve the quality of immunisation services through supportive supervision and mentoring of health workers, linking services to communities, and collecting and using data when planning immunisation activities and in decision makin Work closely with others to ensure collaboration and coordination: o Other sectors to ensure maximum possible integration of activities o Community members, including children, to effectively monitor the implementation and impact of the health programme o Conduct joint supervision of IPLS implementation with Regional and Woreda Health Offices to health facilities in four woredas Comply with Save the Children policies and practice with respect to child protection, code of conduct health and safety, equal opportunities and other relevant policies and procedures. |
Actively contribute to design, planning and effective and timely implementation of a quality routine immunisation including:
Ensure timely and appropriate provision of sufficient quantities of high quality vaccine and vaccine equipment for campaign and routine activity through:
Strengthen capacity of RHB and Save the Children staff through:
Increase Demand for immunisation services in target woredas
Develop a strategy for EPI communication to raise community demand for vaccination
Conduct operational (formative) research to guide the delivery of immunisation services
Develop/adapt communications material to guide EPI health education and communications to be used by HWs/HEWs to deliver health education on immunisation in the community
Strengthen the capacity of influential community members including religious, clan and school leaders to build community demand for immunisation services
Facilitate community conversations within community conversation groups (for both men and women) in each woreda, each quarter to discuss VPDs; the importance of vaccinating children and women of reproductive age; the schedule for vaccines; where and when to access services; and potential side effects
Support the community volunteers to mobilise communities, especially during outreach vaccination campaigns
Support the implementation of a defaulter tracing mechanism through establishing a link between health extension workers and community volunteers to identify, find and refer defaulted children to receive their next vaccine antigen.
Support community based surveillance of VPDs, measles and acute flaccid paralysis, through trained community volunteers.
Engage in effective communication, networking and collaboration with external partners including:
Establish or strengthen woreda level EPI taskforces, through monthly meetings at woreda level to discuss the performance of the immunisation programme
Local and national authorities to ensure programme activities are in line with national immunisation programmes and guidelines
UN agencies, partners and other stakeholders
Organise quarterly interactions with woreda health officials and community members so that the woreda health office can be held accountable for agreed immunisation plans
Provide technical inputs for the production of reports or other project documentation
Support documentation of EPI activities through the provision of recording and reporting formats (EPI and outreach monitoring charts, tally sheets, and refrigerator temperature monitoring sheets).
