  1. 1. Background

 

The Federal Republic of Somalia has received financing from the World Bank through the Ministry of Finance (MoF) toward the cost of the Somalia Crisis Recovery Project. The Project Development Objective is to support the recovery of livelihoods and infrastructure in flood and drought affected areas and strengthen capacity for disaster preparedness nationwide. The project has five components: (i) Immediate basic services and livelihood support for early recovery; (ii) Medium-term flood recovery; (iii) Longer-term disaster risk management and preparedness; (iv) Project Management; and (v) Contingency Emergency Response Component.

A Project Implementation Unit (PIU) is embedded into the Ministry of Finance, Federal Government of Somalia and co-staffed by a combination of MOF and MoPIED personnel. PIU is responsible for project management, coordination and implementation of the project including through the establishment of State Project Teams (SPT) that will serve as a state-level extension of the PIU to provide coordination and quality assurance.

 

The MoF is seeking to use a portion of the SCRP funding to finance the recruitment of an admin and finance officer, Hirshabelle State Project Team.

 

  1. 2. Responsibilities:

The Admin and Finance Officer reporting to the SPT Coordinator will backstop the PIU in all aspects of financial management and procurement, particularly in coordinating and managing with the relevant project stakeholders at the Federal Member State (FMS) level. The paramount responsibility for the positions will be on finance management including disbursements and reporting as per the agreed procedures, with limited procurement support in areas of procurement planning and operational support tasks.

  1. Selection Criteria: The selection shall be based on qualification, experience & skills of the candidate and followed by an interview. The qualification, experience and skills should include:
    • Degree in accounting, finance, business administration or any other related filed.
  • Professional qualification in financial management, registered by and attained final qualification of any financial management related recognized professional body e.g. CIPFA IPFM, ACCA, CPA etc.
  • At least 5 years of experience in audit or financial management and procurement a plus
  • Preferably at least 2 years of post-qualification experience in financial management directly relevant to public sector and/or international development organization
  • Experience of project financial management in a developing country
  • Excellent written and oral communication skills in English, to deliver technical financial documents, and reports
  • Excellent computer skills in Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use, including database use is required
  • Excellent command of Somali and English (oral and written)
  1. Reporting: The Admin & Finance Officer will report to the State Project Coordinator. In addition, he/she will receive technical guidance from the PIU Finance Management Specialist and the PIU Procurement Specialists.
  1. Duration of the Assignment: 12 months, renewable based on satisfactory performance and availability of budget.

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing

 

Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations
