The Financial Administrative and Support Services Group provides extensive management and administrative services to all functions in the Central Bank of Somalia. It is responsible for the planning and coordination of Bank operations, organizational planning, and management of Board resources. In this role, it contributes formulation and implementation policies on human resources, such performance management, labor relations compliance and policy interpretation.
2- General Description
The Policy & Planning Officer helps and contributes overseeing and coordinating the Bank’s performance management policies and system, maintaining an effective employee relations program, and assists to provide planning and guidance on management issues. The incumbent renders support to all Bank functions, programs, and departments. Ensures that the Bank’s HR operations are administered in a professionally, effectively and in an ethical manner.
3- Duties and Responsibilities
- Participate to identify opportunities to improve employee performance levels using performance measures like key performance indicators (KPI).
- Performance Management will include setting goals for employees to specify preferred outcomes.
- Assist in performance management processes
- Participate in developing performance development or improvement plan to handle the performance gap if an employee does not meet the required performance level.
- Drafting explanatory circulars on the implementation of the HR policy and procedures to ensure clear understanding by staff and management and correct inconsistent application preparing draft circulars to establish of clarify the procedures related to the administration of staff entitlements and benefits.
- Documenting a performance plan that includes measures, desired outcomes, and standards.
- Assists improve the productivity of the administrative operations and HR policies and procedures
- Contributes to the annual HR plan and budgeting
- Helps implement all aspects of the HR policy and planning
- Help establish and administer an employee relations programs where employees can discuss sensitive personnel matters and seek resolution in professional manner
- Act as a point of contact for HR queries from staff and managers, dealing with issues where able or referring onto colleagues if needed.
- To advise managers and staff on the interpretation and application of a range of complex and demanding HR areas such as policies and procedures, this will involve the use of strong persuasive and negotiation skills
- Uses tact and diplomacy when dealing with sensitive employment terms and condition, pay, sickness or Occupational Health situations.
- Gives general HR advice on a range of issues including job evaluations, terms and conditions and HR policies
4- Qualifications
Education:
- Bachelor’s degree in Public/business administration, HRM or related field from an accredited university. Master’s degree and professional HR qualifications will be an added are advantage.
Experience:
- At least 3 years practical HR experience public or private setting.
Language:
- Operationally fluent in both Somali and English.
5- Functional and Organizational Skills
- Assess situations accurately and make decisions in a timely manner.
- Assess problem situations, identify possible solutions, and make recommendations and/or resolve the problem.
- Must be accountable, responsible and risk averse.
- Possess initiative and solid persuasion skills.
- Possess good negotiation skills.
- Possess demonstrated modern management skills and utilize international best practices to ensure best performance of the staff.
- Knowledge of performance management tools.
- Ability to operate and communicate well with all levels of employee
- Outstanding time management, performance management, and leadership skills.
