About the Job
The Medical Logistics Officer manages the supply network for health-care products according to the stipulated standards. S/he provides medical logistical services for the ICRC’s health programmes in Somalia and ensures that goods are delivered on time.
This is a resident/national position based in Mogadishu, Somalia.
Duties and Responsibilities
Sets up, maintains and operates medical storage facilities according to the ICRC’s medical logistics standards and national legislation and regulations
Ensures that transport of medical goods complies with pharmaceutical laws and regulations standards
Takes full responsibility for the medical stocks and monitors by conducting frequent physical counts
Updates the related application in the Enterprise Resource Planning system (JDE)
Assists with customs-clearance procedures for all the medical goods
Receives, registers and reviews medical orders and updates the medical databases accordingly
Follows-up the medical national standard list in collaboration with Medical Logistician in Nairobi
Schedules distribution to meet requested delivery dates and ensures deliveries are made on time
Communicates constantly and provides field customers with updated order status information
Supports in medical data collection, data entry, analysis and reporting in collaboration with Medical Logistician in Nairobi and Health co-coordinator
Ensures adherence to the Good Distribution Practice regulations for instance First Expired First Out stock rotation, during storage and transportation of goods
Checks for conformity upon receipt goods and during dispatch using the order documentation and general regulations
Inspects samples of all delivered medical supplies to ensure conformity
Verifies that the product corresponds with the Quality Certificates provided by the supplier (internal and external) and maintains a file of all the quality certificates where applicable
Follows-up with line manager and technical supervisor on any issues reported from the field concerning product quality and maintains a claims file
In close collaboration with technical supervisor, follows-up all orders for the medical warehouse and all goods temporarily stored in the warehouse to ensure optimum stock levels and smooth transit to the required destination
Regularly monitors the cold chain equipment, performs preventive maintenance on equipment and ensures cold chain is maintained during transportation of goods
Immediately reports any breach of cold chain or other protocol to the technical supervisor and line manager to allow for timely and corrective response
Liaises with the Somali Ministry of Health on all matters concerning pharmaceuticals
Conduct monthly inventories, including checks on expiry dates and submits a list of items with a short shelf life
Conducts relevant trainings to the health Field Officer and logistics staff when need be
At times may be required to supervise warehouse team and the casual workers
Minimum qualifications and required competencies
Diploma in Logistics and Supply Chain Management, Purchasing and Supplies Management, Stores Management or equivalent qualification in a related field of study
2 years confirmed experience in Logistics, inventory control or warehouse management
Proficient in stock management and optimization, quality control, data management and forecasting
Training in Health Sciences an asset
Ability to work independently within the area of responsibility, managing broad Logistics operations
Keeps abreast on new laws and regulations concerning pharmaceuticals in Somalia
Good communication skills (practices active listening and precise in expression)
Excellent collaboration skills
Coaching and team motivation skills
Excellent knowledge of political, social, economic and cultural aspects in Somalia
Good command of written and spoken English and Somali
Computer proficiency
Systematic thinking and a continuous improvement mindset
