Job Description
ROLE PURPOSE:
OWS Development Fund is an independent non for-profit organization highly functional in Somali Region. It targets vulnerable & marginalized members of communities. OWS-DF is committed to save lives and improve wellbeing of the society. Monitoring, Evaluation, Accountability & Learning (MEAL) is a core function in all OWS DF programmes, representing our commitment to accountability and transparency, and is crucial aspect of programme quality management within our organization.
The MEAL Manager will be expected to lead on MEAL system implementation including monitoring, accountability initiatives, support evaluations, compile lessons learnt, MEAL budgeting and recruitment. The post holder will be expected to mentor and/or capacity building existing staff.
Key areas of Responsibility
A. Management and Leadership
- Provide overall supervision and leadership on the MEAL functions and strategy delivery at Program level
- Provide oversight of MEAL budget and ensure effective and timely utilization for the appropriate MEAL activities.
- Be the key link among the MEAL team, Program staffs and Project level operations team.
- Ensure MEAL evidences of the project (project performance/action trackers, etc) are used for management decision making and continuous performance improvement and be part of the Project level management team members/
- Ensure functional accountability mechanisms are in place as the four pillar of accountability (Information sharing, participation, establishing and implementing Compliant and Feedback Mechanisms (CFM), and staff capacity building
- Lead & coordinate with technical specialists and project team for appropriate planning and utilization of MEAL resources and budget.
- Provide day-to-day direct support to the project team in preparation and review plans and reports, ensuring that project reports meet OWS DF and donor reporting standards.
- Oversee effective MEAL budget utilization to ensure timely implementation of MEAL activities.
- Foster a culture of information sharing, learning and collaboration.
- Create and sustain positive working relationships internally with other technical staff; externally with the Regional Education Bureaus and other stakeholders.
- Ensure coordination with government activities and structures in the implementation of the TPM/other projects.

- Child Safeguarding:
- Emphasize a culture of zero tolerance of abuse of children.
- Report any suspicion of safeguarding incidents immediately.
B. Planning
- Facilitate development of a strategy that informs effective program delivery by relevant program staff in OWS DF.
- Provide technical guidance to MEAL teams for planning the design and implementation of baseline/midline and other data requirements to support program analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.), and reporting program progress
- Lead the design and roll-out of standardized monitoring tools and methodologies as required by the project director and field level teams.
- Participate/coordinate the design of quantitative and qualitative participatory Programme evaluations (baseline, annual and final evaluations), assessments, reviews and other special studies.
- Contribute to seeking funding opportunities and developing grant proposals jointly with OWS DF program team.
- Together with program team prepare consolidated annual work plans to be submitted to the relevant government office and OWS DF head office.
- Provide data deemed important for concept paper or proposal development.
C. Monitoring
- Strengthen and ensure timely execution of Dispatch/LMS/, Distribution, Beneficiary Contact & PD monitoring activities and documentation for the program.
- Lead collection of good quality monitoring data in a timely manner and organize the data for reporting to Head office, Donors and partners.
- Ensure that regular monitoring/MEAL reports are received and communicated effectively to Program director and other relevant bodies
- Ensure periodic report are as per the standard quality, standard template, time frame and communicated accordingly
- Organize and/or conduct monitoring and internal reviews based on schedule.
- Prepare monitoring checklist for the project offices and the organization.
- Emplace data base for project targets.
- Organize and facilitate regular monitoring with Program Team & MEAL coordinators.
- Make field visit and put in place appropriate methods to assess progress of projects being implemented.
- Make sure project data is timely entered to data base, properly analyze data and generate analytical summaries to be used for reporting
- Together with program team prepare periodic report, consolidated annual work plans to be submitted to the donor, relevant government office, and OWS DF head office
D. Evaluation
- Organize project evaluations against the original project and ensure that it suggests way of correcting deviations
- Consolidate evaluation findings and make available for the project coordinator and other staffs
E. Accountability
- Ensure communities have access to safe and responsive mechanisms to handle their complaints and feedbacks
- Ensure communities know their rights and entitlements, have access to project information and participate in decisions that affect them
- Support staffs in accountability activities, including the development and use of information materials
- Setting up a robust accountability system; beneficiary complaints/feedback mechanisms through making in place locally appropriate complaint and feedback mechanisms; and ensuring beneficiaries’ complaints and feedbacks are timely referred and responded.
- Providing training and assistance on the effective use of accountability tools/approaches, ensuring that all program work is delivered to the expected standard
F. Learning
- Organize relevant training and other capacity-building events for OWS DF field staffs.
- Work with teams to compile and prepare monthly, quarterly and other need based program/project progress reports
- Facilitate documentation of results, impact, best practices and significant changes. Document learnings, success stories and best practices; disseminate learnings, reports, publications and participate in learning sessions, and ensuring that the lessons learnt are utilized to inform programming and advocacy
- Support in the facilitation of learning between the different departments and programs, contribute to the refinement of action plans as well as the Country Strategic Plan.
- Support the project in the identification of learning objectives and evidence gaps.
- Ensure utilization of learning and knowledge generated in decision making and programme improvement (maintain up to date Project action tracker and monitor the utilization and application)
- Support the development of a Planning, Monitoring, Evaluation, Accountability & Learning (PMEAL) framework with indicators for output, outcome and impact
- Ensure priority areas are integrated into all Planning, Monitoring, Evaluation, Accountability & Learning mechanisms
- Assist the presentation, delivery and documentation of research or key learning pieces to key stakeholders
- Together with program, conduct research and learning activities at a program level and coordinate expertise around baselines, learning reviews and evaluation related activities
- Extend technical support to OWS DF staff in the identification of solutions to PMEAL challenges they are encountering
- Keep up to date with development in the sector and ensure ongoing personal development and learning
- Ensure the communication of learning within the organization with partners and other stakeholders.
G. Technical Support and Capacity Building
- Prove supervision, mentorship and professional development to MEAL staffs in Projects so that staffs have the required capacity and enthusiasm to undertake their responsibilities.
- Provides technical guidance and capacity building of staff and stakeholders (including Education Bureau level teams) on implementation of MEAL within the Project; to include capacities for data management: collection, analysis, storage and reporting
- Undertake continuous staff capacity assessment and develop capacity building plans.
- Provide trainings and capacity building for field-level project staffs.
- Ensure relevant staffs received proper orientations, inductions, training to help them deliver their MEAL responsibilities.
Job Requirement
QUALIFICATIONS AND EXPERIENCE
- Minimum of a Bachelor’s Degree in either Statistics or Development Studies with Post Graduate training in M&E or Project planning and Management. (Masters Degree, preferable)
- Minimum of Five years working experience in monitoring and evaluation working experience (preferably in TPM, and in emergencies related programmes with an Local & International NGO).
- Knowledge and use of various survey methods for monitoring of different programs.
- Training and mentorship of community-based volunteers and regional level partners in data collection management and reporting.
- Strong analytical skills and strategic planning abilities.
- Sound written and oral presentation skills.
- Excellent command in English.
- Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
- Willingness to travel and work in hard-to-reach areas and/or areas in emergencies Computer literacy and excellent documentation skills are a must. Microsoft office especially word, spreadsheet (Excel), Access, SPSS and GIS applications).
- Availability and willingness to work extra hours during times of humanitarian responses.
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
- Ability to intervene in crisis management or troubleshooting as necessary.
- Highly developed interpersonal and communication skills, including influencing, negotiation and coaching
- Excellent time management and planning capacity.
