About NIEC

National Independent Electoral Commission (NIEC) constitute a commision which is establsihed in Article 111G of the provisional constituition of the Federal Republic of Somalia, its mandate is organizing, conducting, and monintoring all elections in Somalia at the level of districts, regional, national, public referendum and also regulating and monitoring political parties.

Purpose of the Job:

This position is to assist the CEO in monitoring and evaluation activities and enhance timely reporting of the instituitional strategic and operational plans. The incampant will prepare for the commission department and monthly, quarterly and annual reports and communications in both English and Somali language.

Main Responsibilities of the Job:

Managerial Responsibilities:

  1. a) Draw up M&E tools for existing operational plans.
  2. b) Set up M&E framework to assess departmental and individual performances
  3. c) Prepare reports on planned vs actual activities of the commission departments.

Terms of References

  1. Participate in the design of assessment protocols, questionnaires and other monitoring and evaluation tools in collaboration with the Directors and technical staff
  2. Provide input to the review of policies and the development of review of strategic planning the commission
  3. Ensure that NIEC delivers on all internal and external M&E reports in a timely manner and with high quality information.
  4. Strengthen the M&E systems and processes to assure achievement and progress towards NIEC objectives and outcomes.
  5. Ensure that all activities are designed and implemented in accordance with the election standards
  6. Develop outcome and learning indicators at departmental level.
  7. Ensure that monthly progress report is shared with the board of the commission.
  8. Ensure that all NIEC internal and external reporting requirements are met with timely, relevant, and complete.
  9. Support NIEC Staff with assessment/evaluation planning, ensuring that minimum criteria for quality evaluations are integrated into design and implementation.
  10. Assist in the compilation and preparation of annual departmental work and the review of plans to ensure that Monitoring and Evaluations indicators are clear and accurately incorporated
  11. Update the use of monitoring and evaluation framework to asses departmental performance and make performance based decisions
  12. Share the staff on M&E tools and system of monitoring and evaluating NIEC activities and outcomes
  13. Induct data analyst and interns and train staff on Monitoring and Evaluation and writing departmental reports.
  14. On quarterly basis, review the compiled data against the set standards
  15. Work closely with the CEO in overall M&E activities.

Academic qualifications::

Master degree in Social sciences, international relation or public administration.

Candidates with certification in Statistics, Monitoring and Evaluation from a recognized institution will be preferable.
