PROGRAM: Somalia Transition Initiatives for Stabilization Plus (TIS+) Program

PERIOD OF PERFORMANCE: Jan 11, 2021 – Feb 25, 2021
LEVEL OF EFFORT: 1 ½ months
A. BACKGROUND INFORMATION:
The TIS+ Program aims to promote peace and stability in Somalia by increasing the visibility of, and confidence in Government through improved service delivery, creating collaborative and strategic partnerships among government institutions, the private sector, civil society and communities. The TIS+ Program focuses on following objectives:
Sub objective 1: Expand government presence in vulnerable areas
Sub objective 2: Increase social and political inclusion of marginalized groups
Sub objective 3: Increase community’s ability to mediate conflict
TIS+ prioritizes engagement with government and communities within the Banadir Regional Authority (BRA), South West State, and the Lower Shabelle region.
B. PURPOSE:
The Site Supervisor will undertake the supervision of Rehabilitation and Construction of Awdiinle Market.
TIS+ support the SWS Ministry of Interior, Local Government and Reconciliation to conduct Rehabilitation and Construction of Awdiinle Market. Hence, STTA site supervisor will be required to supervise, coordinate and report activities for Rehabilitation and Construction of Awdiinle Market. The site supervisor will be based at the project site to oversee daily activities implementation tracking and supervision, and will report directly to TIS+ engineering department.
OBJECTIVES:
He/she is required to ensure that all bushes are cleared from the roots.
The Site supervisor make ensure that the exact required measurement is cleared.
To ensure that workers are using PPE all the time.
Ensure that the contractor’s equipment is in good condition and there is no oil leakage.
TASKS FOR TECHNICAL ASSISTANCE: \
Supervise the setting out, levelling and surveying of the site before and during the bush clearing works
Ensure that all materials used and work performed are as per specifications and requirement;
Oversee the selection and requisition of materials and equipment to be used for the bush clearing works;
Document and report immediately on any planned changes in the work by the contractor, prior to any changes being effected;
Conduct daily site supervision and regular inspections at critical phases of the bush clearing works;
Proactively identify issues that could lead to problems and facilitate their solutions while closely liaising with TIS+ Senior Engineer and Program Team
Liaise with the local authority (where appropriate to the project) to ensure compliance with local construction regulations and by-laws;

Day-to-day management of the site, including monitoring of the site labour force and the work of any subcontractors;
Plan the work and efficiently organize site facilities in order to meet agreed deadlines and schedules;
Supervise proper storage and disposal of waste products or other hazardous materials;
Oversee quality control, health and safety matters on site by following and enforcing standards and procedures and complying with legal regulations;
Complete and submit weekly EMMP reports;
Monitor, communicate and maintain project schedules with the grantee and TIS+ Senior Engineer;
Document and maintain timely reporting on all issues of the construction (including volume of work done) in the site register on a daily basis;
Prepare weekly reports as required while closely liaising with the TIS+ Senior Engineer;
Liaise with the local civil society organization that is responsible for identifying and providing the company with the roster of unskilled laborers;
Function as a bridge between the civil society organization and the construction company;
Keep the TIS+ Senior Engineer informed of any positive and negative elements regarding the functioning of the civil society organization;
Provide high quality, interesting photos with clear captions and send them to the TIS+ Strategic Communications Specialist on a weekly basis;
Support the resolution of any unexpected technical difficulties and other problems that may arise with close coordination with TIS+ Senior Engineer.
DELIVERABLES:
Weekly updates due each Thursday by 1700 hrs (East African Time), with photographs on progress of construction tasks and the following components of the update;
Maintain and provide a daily work log of labour
List of materials on site
EMMP reporting based on provided EMMP monitoring form;
Detailed update on tasks performed at the site that week;
Detailed plans for tasks for the following week
Certify completion of each stage of construction prior to payment being made;
Maintain a Site Visit Report;
Provide a monthly time sheet to be provided by the Engineering team;
Provide a weekly and Monthly EMMP Report
Provide a Final report on the construction achievements, the labor component, the EMMP monitoring report.
QUALIFICATIONS
Diploma or equivalent in any field and/or minimum of 3 years’ experience in general management with excellent hands-on construction skills.
Experience in supervising construction projects as foreman.
Established credibility and integrity and the ability to set priorities and exercise flexibility where necessary.
Excellent communication and written reporting skills and good use of computer programs like Microsoft Word and Excel.
Relate to others in a manner that creates sense of team work and cooperation.
Able to work independently.
Able to read and write in both English and Somali language.
