Job Description

ROLE PURPOSE:

Under the direct supervision of the Field Office Managers, the Education project managers will be responsible for the overall management and successful implementation of the Education Project in Jigjiga & Dolo-ado Field offices. The Education project managers are responsible for effective and efficient management and implementation of education activities under Jigjiga and Dolo-ado field offices. This position will work and closely supervise education officers and reports to ECW Seed Funding education program manager for day to day project management and implementation. He/she will directly supervise ECW Seed Funding Education officers, supporting them with all aspects of project implementation and monitoring, ensuring completion of activities to a high quality and on a timely basis (defined in the project documents and per developed detailed implementation plan). Particular experience in the project management and good understanding the implementation of education in emergency (EiE) particularly in the context of conflict and drought induced IDPs settings.

Background

Ethiopia’s Multi-Year Resilience Programme (MYRP 2020-2023) aims to improve learning through equitable access, crisis-sensitive and quality relevant education for 745,997 emergency-affected children (380,418 boys, 365,579 girls (including children living with disabilities) in 44 prioritised woredas in Ethiopia. The MYRP is an ambitious plan created by the Ministry of Education together with Education sector stakeholders.  The proposed MYRP includes immediate actions to address critical educational needs of IDP, returnee, and relocated children and medium to long-term interventions to build resilience of the education system to support the (re)integration of returnee and relocated children and their host communities.

 

In line with identified priorities in the education section of the HRP 2019 and ECW strategic priorities, initial MYRP interventions will utilise ECW seed funding in prioritised woredas and focus on getting out of school internally displaced and returnee/relocated children back into education with a special focus on girls and children with disabilities. Education Cannot Wait (ECW) has so far committed $27m in seed funding to the overall MYRP. This seed funding will be managed by UNICEF and SC as Grantees, and implemented by a range of organizations. It will target 60,487 (30,717 boys, 29,770 girls, including 6,049 CWDs) from 17 woreda. Somali region Eight woreda and 32,000 children will be targeted. Interventions will be scaled up to target all emergency-affected regions and children in 44-prioritised emergency-affected woreda with a system strengthening approach as more additional resources are mobilized and anchor the MYRP into national programmes such as GEQIP-E. The provision of seed funding within a broader investment framework that encourages resource mobilization is another aspect of the MYRP that adds distinct value to the sector, the work of the Cluster, and the overall education in emergency response in Ethiopia.

KEY AREAS OF ACCOUNTABILITY:

Projects Coordination & Management:

  • Oversee the coordination and implementation of the ECW Seed Fund Education project in Jigjiga and Dolo-ado field offices in line with the design of the program and donor requirements.
  • Establish, maintain and strengthen linkages in the management and implementation of Education Program.
  • Create and sustain positive working relationships with the partners and other stakeholders.
  • Plan and coordinate ECw Seed Fund Education program, and State level engagements with partners and key stakeholders.
  • Monitor and ensure timely and quality reports are submitted as per the reporting requirements.
  • Working closely with Education Programme Manager & MEAL to ensure quality program delivery, documentation and reporting of progress.
  • Prepare monthly, quarterly and final narrative report and share to Education Program Manager.
  • Work with ECW Seed Fund Program Manager and Education specialist in the aspects of the development of detailed implementation plan (DIP), implementation and monitoring the program.
  • Actively participate in the process of developing program annual plan, monitoring and tracking tools.
  • Ensure that effective engagement is maintained with communities and local government partners, to ensure responsive and sustainable programming, in line with SCI policies and principles, following SCI compliance procedures.
  • Ensure that the program education officers understood SCI policies and procedures, followed and adhered.
  • Help create coherent and efficient program staffing/reporting structure, assess continuously and propose necessary revision.
  • In close coordination with ECW Seed Fund Education Programme Manager, provide ensure planning, development of detailed implementation plans, phased budgets, implementation, monitoring, documentation and reporting for education program is done.

Staff Supervision and Management

  • Ensure that ECW Seed Fund program officers are fully familiar with the program related guidelines, tools, outconmes, activities and other relevant documents, and provide orientation as necessary.
  • Assist in identifying training needs for program officers and coordinate the training necessary for the delivery of a high quality education program, in particular, build the capacity of staff under your supervision through consulting ECW Seed Fund program Manager.
  • Identify knowledge gaps/training needs and ensure that program officers receive appropriate orientation/training.

Monitoring Evaluation and Quality Assurance

  • Effectively manage projects design and study processes which include assessments, baseline and evaluation studies, putting in place a functional Activity Tracking Table
  • Ensure that the projects quality bench marks are followed.
  • Collecting and managing complaints and feedback in close coordination with MEAL team and Projects Officers.
  • Ensure regular monitoring of projects results, documentation of projects case studies, lessons learnt, significant changes and best practices and coordinating learning  and  reflection meetings/sessions.
  • Ensure an effective programs/ projects monitoring and evaluation systems is in place.
  • Monitor programs / projects activities to ensure quality, timeliness and adherence to both Country Office and international Save the Children policies and procedures.

Finance and Budget Management:

  • Sub-managing for program budget in coordination with ECW Seed Fund Education Programme Manager and Field Finance Coordinator.
  • Overseeing the budget performance to ensure that projects implementation is on course as per the detailed implementation plans and phased budgets.
  • In coordination with the ECW Seed Fund Education Programme Manager conduct budget monitoring, suggest necessary revisions and prepare draft reports.
  • Ensure that the budget monitoring reports are responded to in time and with accurate information.
  • Working closely with ECW Seed Fund Education Programme Manager to ensure that partners are well guided, supported and their capacity built in sound financial management procedures.
  • Human Resources Management and Development:
  • Working together with the ECW Seed Fund Education Program Manager and Project Team to identify learning and development needs of the project teams and develop specific plans to address the learning needs.
  • Support implementation of the Save the Children performance management system, by supporting, supervising and reviewing performance of the ECW Seed Fund Education Officers. .
  • Coaching and mentoring the Education Officers on the provision of technical support and implementation of quality programmes.
  • Capacity building of Education officer through trainings, coaching, performance management, implementation as well as in learning and reflection events
  • Setting and managing staffing targets, performance and priorities for Education Officers
  • Participate in monthly/ projeect management & quarter review meetings to enable adequate staff support.

Job Requirement

QUALIFICATION & EXPERIENCE

  • Minimum of a Bachelor’s Degree in Education or social science in Development, Management or Economics field.
  • Experience in managing integrated programmes across different thematic areas such as education, child protection, child rights governance or disaster risk reduction is desirable.
  • At least 5 years of accrued working experience in program implementation with a minimum of 3 years in a management level position in government office (preferably Regional education bureau or Woreda Education office) or an international NGO or local Organization that had good reputation within the region.
  • Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable plans and to evaluate progress.
  • Strong analytical skills and strategic planning abilities.
  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
  • Computer literacy and excellent documentation skills are a must.
  • Availability and willingness to work extra hours during times of humanitarian responses.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Ability to intervene with crisis management or troubleshooting as necessary.
