  1. Project Background

The Government of Federal Republic of Somalia has received a Grant from the International Development Association (IDA) and Multiparter Trust Fund of World Bank to finance Somali Urban Resilience Project Phase II (SURP II), and intends to apply part of the proceeds of this grant towards payments for procuring Individual consultants services in Project Implementation Unit (PCU) at Benadir Regional Administration (BRA).

SURP II will scale up investments within cities where the SURP is currently operational – Mogadishu, Garowe, Kismayo and Baidoa and lay the groundwork for expansion to cities in Galmudug and Hirshabelle states. There are four components: (i) Urban Infrastructure and Services; (ii) Institutional Strengthening and Analytics; (iii) Project Management and Capacity Building; and (iv) Contingent Emergency Response.

The Benadir Regional Administration now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV’s, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.). Selection will be based on qualifications and experience stipulated below.

  1. Environmental and Social Safeguard Roles and Responsibilities

E&SS Specialist will be responsible for the preparation and update of the project-level environmental and social framework instruments (ESMF, SEF, RPF and LMP), (ESMP/SEP, RAP, LMP, Security Management Plan (SMP)) and monitoring/reporting on implementation of these instruments. and implementation of environmental and social framework management approach. The Environmental and Social (E&S) Safeguards Specialist is also responsible for finding solutions to environmental and social challenges (such as E&S related grievances and

incidents) faced during implementation and identify ways of improving environmental and social management/monitoring in the project and other specific tasks detailed in the Terms of Reference (TOR).

Scope of Work and Responsibilities:

The responsibilities of the Consultant shall include but not limited to the following:

  • Assure compliance with World Bank standards, including to environmental and social safeguards, GRM, building-back-better, etc.;
  • Support the operationalization of a state-level results monitoring system and help monitor state compliance with social and environmental safeguards, including GRM;
  • Collect data from the relevant fields or sites;
  • Responsible for district-level community consultations and raising awareness of the Project in their communities through strategic communication.
  • Proven ability to advise and support project environmental and social assessment and preparation, contractual and financial elements of development project delivery, and experience of all stages of project identification, specific technical sector program design and documentation, and implementation experience
  • Ability to develop and maintain effective interaction with government officials, project management offices and implementing agency officers, and international and national consultants
  • Familiarity and experience with WB safeguards policies and/or ESF is an advantage

The responsibilities of the Consultant shall include all the tasks listed in the terms of reference provided.

  1. Selection Criteria:

The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

  • Master’s degree in environmental sciences or related field
  • Minimum of five years of professional experience in the field of environmental and social impact assessments
  • Minimum of three years specific experience in the field of development planning, project identification, project management and review
  • Experience in community participation and consensus-building projects
  • Excellent interpersonal, writing, and communication skills, ability to work in English is essential, as is knowledge of Somali language and culture
  • Experience of working in conflict-affected countries is an advantage
  • Knowledge of local dynamics and legal systems is an advantage.

  • Excellent computer skills in Microsoft Office tools (Word, Excel, and PowerPoint), including database use is required
  1. Duration and location of assignment

The SURP-II Project is already effective and is expected to close on 31 December 2024. The duration of the assignment is renewable one year with a trial period of three (3) months. The renewal is not validated until after satisfactory performance in an evaluation approved by the Employer and World Bank. The position is stationed in Mogadishu.

  1. A Consultant will be selected in accordance with the individual Consultant Selection method set out in the World Bank Procurement Regulations.
