Scope of work/ job purpose:

The CWI Senior Officer is reporting to the Jigjiga based senior CWI Manger, the CWI senior officer will provide technical support in the development and implementation of response and prevention-related programming in IDP’s, and Sheder, Awbare refugee camps. This position provides mentorship and on ground capacity building to GBV officer, Prevention Officers, adolescent girl officer and lively hood assistance, supports the CWI reporting and monitoring and evaluation mechanisms, enhances GBV collaboration and relationships among partners, and leads in key CWI activity to ensure the goals and objectives of the program are met and to strengthen their on sites implementation, project management and GBV technical skills.

Detailed responsibilities and tasks:

1.                  With close supervision from the senior CWI Program Manager; support CWI officer, adolescent girl officer, livelihood assistance and prevention programs in IDP’s and refugee camps with Direct support implementation, monitoring and evaluation of CWI activities.

2.                  Support for staff capacity development, lead/assist in staff training and conduct regular field visit to provide support and ensure a sustainable transfer of skills in which response and prevention staff are critical needed/practices adhere to GBV and protection principles when working with beneficiary.

3.                  Closely work with Senior CWI Program manager to ensure that the project undertakes continuous monitoring and evaluation so that activities are appropriate and based on a clear understanding of the problems, causes, contributing factors, and issues in individual settings. Ensure good project monitoring and evaluation to demonstrate project impact.

4.                  Assist in program workplan, spending plan, procurement plan, attend grant opening meeting, BvA meeting and other management meeting as needed.

5.                  Lead in the development and maintain effective working relationships with all partners, including community leaders and other implementing partners/or operational partners.

6.                  Lead/conduct quarterly GBV safety audit activity in Sheder and Awbare camps and lead in the regular follow up on the recommendation and action plan, and in promoting of community resources and solution.

7.                  Lead in GBV rapid assessment and/or other program related assessment and contribute to the CWI overall intervention strategy based on feedback received from women and girls throughout the response activity engagement.

8.                  Lead in CWI IEC/BCC development (both prevention and response) according to the workplan, existing informed-assessment, GBV trends analysis or other critical information received throughout community/IPs feedback from coordination.

9.                  Lead/support CWI Prevention Officer in facilitating trainings and workshops on gender and GBV related issues for health care providers, police, CWI Staff, ARRA protection, education providers, UNHCR, local authorities, women’s groups, refugee community leaders, religious leaders, youth groups, NGO workers and any other identified groups

10.              Ensure the CWI outreach strategies are up to date, taking into consideration of regular community consultation, develop new insight and oversee community mobilization activity, support CWI officers to identify potential risk and productive measurement to improve community engagement and attendance including women and girls’ inclusion as well as other vulnerable groups.

11.              Supervise CWI Program budget and resources utilization, program supply, PR tracking, BvA action point are taken/follow up with CWI staffs in each camp and ensure the adherence to all relevant IRC logistic policies, include support the CWI officers and adolescent Officer to be able to carry activities planning, budget management, mobilization process and activity logistical arrangement ahead of time, according to quarterly workplan.

12.              Direct support to CWI program data collection, quality on reporting, program documentation and timely submission from all CWI team staffs, including assist in donor/grant report, proposal writing with high quality as needed.

Job Requirement

  • 1 year of relevant experience for MA, 2 years of relevant experience for first degree and 5 years of relevant experience for Diploma
  • Previous NGO experience is preferable
  • Previous experience of supervising and managing a multi-granted project/program.
  • Demonstrated experience on multi-sectoral coordination and networking with different IPs, OPs, and partners.
  • Detailed understanding of gender-based violence theory and practice.
  • Demonstrate experience in capacity building and mentoring.
  • Demonstrate communication, and facilitation skills.
  • Excellent interpersonal and problem-solving skills and flexibility.
  • Knowledge, skills and experience in participatory methods of community development and mobilization.
  • Proficiency in English, with additional Local Languages is preferable.
  • Ability to deliver a high concise quality reports in English.
