Position: Project Procurement and Admin Officer

SOS Children’s Villages Somaliland is seeking to  recruit  Project Procurement and Admin Office.

 

This position is short term Eleven (11) months and requires someone who will be available to start on February 2021. Extension depends on budget availability.

Procurement task:

To support SOS Children’s Villages Somaliland by implementing order request forms for external procurements in consultation with Senior Procurement Officer.

 To maintain Procurement Delivery Tracking Sheet for all purchases and i t s delivery to the store and to the beneficiaries on daily basis.

To follow up with all orders outside of Hargeisa.

To ensure that all goods purchased are received and stored with a goods receiving note.

To negotiate and secure best value and service benefit deals on all local procurement and supply requests based on SOS logistics criteria

To update and maintain local vendor lists as per SOS standards and update and maintain local price lists as per SOS price list template.

To ensure that all work-contracts are done according to SOS standard as well as all purchases are done in line with thresholds, paper works and authorities requirements of SOS Somaliland procurement policy.

To make sure that all the payments are done by finance department for local orders, are cross checked against the initial procurement and delivery papers

Together with the Facility Heads, deals with local suppliers, obtains quotations for special equipment, goods etc., procures goods and equipment on behalf of SOS Emergency Response project within Somaliland.

To ensure that all the items stored in the warehouse are recorded in SOS warehouse and paper works are kept filed as per SOS filing system.

To supervise weekly and conduct monthly stock taking as per SOS standards and Produce monthly warehouse reports as required.

Manage the maintenance of accurate filing systems, with documented and supported records of actions for audit purposes.

Administrative Tasks

A Project Administrator assist project team in all administration functions and processes. They oversee and perform administrative functions concerned with the project.

Prepare and provide documentation to internal teams and key stakeholders

Provide day-to-day administrative support to project team management

When required, set up team meetings, record meeting minutes and allocate actions

Assist with project travel arrangements as and when required

Oversee the upkeep of project documents to ensure they’re fit for use

Assist with creation of Project Initiation Documents for new projects

Acting as the link between the Project Management team and Finance team when required.

Prepare, organize, and distribute all necessary project materials

You may also be required to undertake other assignments from time to time, depending on the needs of the project.

Qualifications:

Preferably a degree in procurement, or other related social science field

Minimum of 4 years procurement experience in INGO

Proficiency in English and adequate computer literacy

Ability to perform a high volume of work accurately and promptly.

Possess strong writing and analytical skills.

Good organizational skills and record keeping (attention to detail is critical).

Ability to deal appropriately and effectively with sensitive issues in confidence.

Competencies:

Strong communication and negotiation skills.

Good analytical and strategic thinking skills

Oral and written fluency in English and Somali

Attention to detail.

Strong analytical skills

Excellent interpersonal skills and team player
