Duration of Initial Contract: 3 months of probation period with possibility of extension to 12 Months based on performance and funding
Background

Islamic Relief Worldwide, Programme has been operating in Somaliland since 2009 and has been providing both humanitarian and development programmes to Somaliland population. Through our intervention, IR has continuously provided safe drinking water, improving hygiene and sanitation condition, constructed, rehabilitated and upgrading water facilities and empowered urban poor through our programmes including orphan sponsorship programme. Over years of its working in Somaliland, IR has established good reputation and collaboration with the government line ministries/agencies towards delivery of our strategic priorities.

Position background

The position will be reporting to WASH Officer and will be in charge of the day-to-day construction sites management and overseeing of the construction process in all the WASH related activities including hygiene and sanitation promotion campaigns .He/she will contribute to the design stage, supervise the contractors to ensure good workmanship as per set standards and specifications and timely completions of the construction work and cash for work (CFW) activities carried out by community beneficiaries including desilting earth pans.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  •   Overall lead for field implementation (at construction site) of project activities and community mobilization
  •   Supervision of contractors in all construction sites to ensure the construction work is done as per the standards.
  •   Experience on designing water facilities infrastructure like elevator tanks with kiosks, troughs and watchmen/generator rooms.
  •   Experience on designing water supply system for easy access to rural communities, where Islamic Relief projects are targeting.
  •   Ensure the construction work is done as per technical specification and good workmanship
  •   Collaboration with various stakeholders for the approval of infrastructures design and standards mainly the relevant authorities
  •   Monitor the work, progress tracking and prepare regular progress of work to be submitted to the Area Office In charge.
  •   Maintain a filing system for all site memos and instructions, measured quantities of work,reports, and an electronic library of photos and other documents and correspondence pertaining to the construction activities
  •   Facilitating construction companies to correct interpret standard drawings and putting them to scale on the ground and ensuring that materials and equipment used for construction works areacceptable quality and quantity approved and as specified in the BOQs.
  •   External coordination with respective line ministries and clusters on regular basis.
  •   Be familiar with, and ensure the adherence to, the organization’s policies and procedures.
  •   Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and Islamic Relief’s policies and procedures project area.
  •   Use lessons learnt in hygiene promotion and spear head changes in the organization and stakeholders
  •   Carried out community mobilization, sensitizing, selection, registration and verification of project beneficiaries
  •   Ensure the hygiene education and campaigns are conducted among the targeted community members.
  •   Ensure that beneficiaries had received clean water during water trucking to allocated amount of water in each household
  •   Work with Hygiene and Sanitation clusters at community levels in identifying, mobilizing andsensitizing target communities for water, sanitation and hygiene promotion
  •   Participate in collection of useful data, success stories and beneficiary lists as required
  •   Participate in preparing monthly/quarterly/annual highlights/ reports and proposals and budgets for donors.
  •   Follow up all IRW Procedures for Security, Finance, Logistics, HR and Administration.

  • .Budgeting and Budget Management• Prepares monthly & quarterly project activity-based budget
    • Follows up on budget utilization and project budget expenditure.
  • • Makes periodic project budget revisions.

    Partnership and Capacity Building

    • Facilitates communication and interaction between the target communities, local government authorities and IRW as necessary.
    • Closely work with WASH teams in timely execution projects

Organizes experience sharing forum

• Experience conducting trainings, training of trainers, and organizational capacity building

• Knowledge and learning ability to integrate gender issues in WASH interventions.

• Any other assignment given by supervisor/line management.

ACCOUNTABILITIES

  •   Work independently on tasks related to project planning and implementation with periodic reporting and direction from supervisor;
  •   Make decisions on project implementation and its daily management responsibly based on available resources, skills and knowledge of staff and access to affected communities;
  •   Ensure implementation of locally appropriate and feasible projects in close consultation with local authorities and communities;

Qualifications, Experience and skills

  •   University Degree in Civil engineering/Construction and water engineering, hydrology and Public Health engineer or other relevant fields.
  •   Minimum of 3-5 years working experience for international NGOs/UN agencies in WASH activities including hygiene promotion.
  •   Knowledge of community-based approaches in humanitarian and development settings is desirable.
  •   Knowledge of international standards such as Child protection, Sphere, do no harm, CHS and HAP is desirable.
  •   Experienced in rural and water infrastructure construction management.
  •   Competency with the analysis of contextual information, and developing clear, informedrecommendations.
  •   Proficiency in English (Written and spoken) is essential
  •   Good IT skills. Knowledge of Microsoft Office Word and Excel is essential.
