Terms of Reference (TOR) for FGM Communication Officer

Job Title: FGM communication Officer

Duty Station: Erigavo with frequent traveling to the project sites

Candlelight Background

Candlelight for Environment, Education & Health is a local NGO based in Somaliland which is dedicated to development issues in under-served and/or marginalized Somaliland communities. The core areas of interventions are livelihoods/natural resource management/income generation, education, health/Gender and humanitarian interventions. Candlelight is interested to recruit FGM Communication Officer for the FGM interventions In Somaliland, supported by the International Solidarity Foundation of Finland (ISF).

Responsibilities and duties of the Communication Officer of the FGM project:

Planning:

• Responsible for strategic planning of the communications of the project
• Defining and identifying the target groups of the advocacy work and media approach
• Planning and conducting surveys and collecting information from the different target community and stakeholders
• Preparing TORs for consultants doing surveys in planning phase.

Organizing and Facilitating:

• Responsible for organizing and facilitating of producing TV, Radio programs and social media develop messages to the target community in line with the different approaches of the project (Television, radio and Facebook-streamed debates) .
• Plan and identify the participants of the TV and Radio programs such as the speakers of the debates and public discussions.
• Identifying and selecting the media channels for the different target communities.
• Responsible for implementing the media approach and ensuring the key messages of the project are included to the communication plan.
• Facilitating international and national media collaborations on reporting of FGM/C and SGBV.
• Plan materials and messages to be used in different media channels, for instance webpage, social media, newspapers, radio & TV.
• Facilitate public discussions on FGM leading by the respected community leaders.
• Prepare and distribute the public debates, messages and articles that contributing to the abandonment of FGM practice

Producing:

• Carryout regular field visit in the project components areas develop digital human stories and publish to the media outlets.
• Responsible for producing communication materials like, photos, articles, video clips etc, and recording of the materials in Candlelight office.
• Discuss and consult the suitable airing time of the TV and Radio programs and also public debates and discussions with the media partners.
• Monitoring for all communications activities done in the project and collect feedback from producers and target groups audience.
• Use FGM project media plan to monitor and track the TV& Radio programs and prepare a monthly progress report on what has been broadcasted against the media plan
• Undertake field visits to monitor and collect feedback of the target beneficiaries/ audience for the Radio and TV programs published on quarterly basis.
• Responsible data recording and management

Reporting:

• Preparing and submitting every activity report to the FGM project Manager.

Required Skills and Qualifications_:

• A degree in Mass communication or master degree in mass communication
• The Candidate must have Strong background of advocacy skills, video editing and must be familiar with the concept of behavioral change.
• Ability to analyses mass and complex information
• Analytical and good report writing skills
• Minimum of 3-4 years of work experience in Advocacy and communication.
• Ability to work under short deadlines and efficiently handle multiple tasks.
• Demonstrate capacity to work in teams with colleagues.
• Excellent facilitation and communication skills
