Job description

Background:

The Regional Security Office (RSO) is aligned under the Office of the National Security. The President of Galmudug state established the RSO under the implementation of National Security Architecture. The RSO supports the National Security Office in the military, security, intelligence and rule of law, counterterrorism areas. It also has an advising, coordination and facilitation role of all theGalmudug and national security forces, supports

the Regional Security Council (RSC) and the National Security Office (ONS) with the timely military, security, intelligence and counterterrorism information they need to keep the Somalia state safe, and secure state.

The Security Analyst plays a vital role in keeping Galmudug propriety and sensitive information secure. The incumbent works with the different departments and supports the RSO in strengthening the Galmudug security systems, identifying potential flaws and solutions, as well as in implementation of National Security Architecture under the state authority through RSO while recommending specific measures to improve the Galmudug RSO’s overall security posture. Under the supervision of the RSO Director, the Security Analyst will carry out the following tasks:

Prepare analytical reports and briefings and research on security incidents, defence, intelligence, security sector developments in Galmudug state

Conduct monthly, quarterly and annual comprehensive report on security incidents in Galmudug and FGS.

Conduct security assessments through vulnerability and risk analysis and perform internal and external security audits and reporting through comprehensive security protocols.

Support senior management through verbal and written briefings in preparation of meetings, conferences.

Ensure well-functioning security information is shared in accordance with rules and procedures to the relevant departments and sections of the RSO

Ccoordinate with other departments within RSO and being a key point of contact for all security matters

Identify Special Operation Procedures (SOPs) procedures, identifying / implementing security strategies with clear and benchmarks, policy documentation and planning for all security-related information, including incident response and disaster response and recovery plans.

Assist in the development / implementation of a counter terrorism strategy and action plan in accordance with the national PCVE strategy and action plan.

Provide policy advice and coordination support on security institutions as requested by national authorities, donors and international and regional stakeholders.

Provide technical support to the Election Security Task force, and chairs of SIET and ESTF

Support the implementation of the electoral process and help security institutions involved election to effectively and safely manage elections and Support community outreach of the local community, including women and elders’ groups on sensitization of required elections and voting related matters procedures, including women, elders’ and marginalized groups.

Provide technical support for the technical committee for the members of RSC to expand the state capability.

Weekly and monthly report briefing on security situation to the director of RSO /Chief of Staff.

Promote coordination and sharing of information among the Galmudug security institutions and national and FMS security institutions

Provide a technical support to the WAM related activities, including support to the adoption and implementation of safety and security standards that will guard Galmudug stockpiles of weapons and ammunition against damage and loss

Contributes to the security awareness activities.

Assist the effective implementation of Somalia Transition Plan activities by ensuring activities are in line with FGS and FMS strategic priorities and are well coordinated with appropriate line ministries and donor programmes, ensuring that the Somalia Transition Plan goals and objectives are met and understood by the community, even during rapid periods of change.

Supports the senior leadership with projects and tasks when required.

Key Measurable Deliverables

Development of a work plan

Drafting of SOPs for security analysis and electoral security.

Drafting and analysing reports on security incidents.

Monthly Activities Report. A report on activities undertaken for the month in the execution of your duties and responsibilities.

Reporting

The Security Analyst reports directly to the Director of RSO / Chief of Staff.

Recruitment Qualifications and Competencies

Education: Bachelor’s Degree in security studies, Political Sciences, International Relations and Business administration

Experience:

At least ten years of experience in progressively responsible in the field experience in applied military, police or political analysis or security studies of threat factors in the field of criminology and/or strategic security studies:

Experience in counter-terrorism is a distinct advantage;

Experience of preparing analytical briefs and reports.

Experience analysing the information to concrete data

Competencies:

Substantial knowledge of military, police or political matters;

Knowledge and counter terrorism is an advantage;

Conscientious and self-motivated with an ability to work as a team member and on own initiative;

Ability to work as part of a multidisciplinary team.

IT – in particular MS Word, MS Excel, Power Point.

No criminal record from Galmudug security agencies.

No evidence of any criminal of terrorist associations.

 

Language requirements:

Fluent in written and spoken Somali, Arabic and English
