Job description

Background:

The Regional Security Office (RSO) is aligned under the Office of the National Security. The President of Galmudug state established the RSO under the implementation of National Security Architecture. The RSO supports the National Security Office in the military, security, intelligence and rule of law, counterterrorism areas. It also has an advising, coordination and facilitation role of all the Galmudug and national security forces, supports

the Regional Security Council (RSC) and the National Security Office (ONS) with the timely military, security, intelligence and counterterrorism information they need to keep the Somalia state safe, and secure state.

The Somali Transition Advisor is responsible for supporting the implementation of the Somali Transition Plan in Galmudug and for garnering support for the State STP policies and in particular the state specific transition plan through both internal government and civil society engagement, monitoring the policy environment and staying abreast of developments, drafting policy briefings and reports, networking and collaborating with civil society organisations.

Summary of Key Functions:

The STP Advisor technical advisor will undertake the following:

Take the lead role in drafting and disseminating various materials for the STP implementation and advocacy, such as reports, briefings, presentations and other relevant outputs to key stakeholders.

Plan and deliver capacity building workshops for civil servants within the state.

Participate in the consultation for the development and identification of the state

specific transition plan requirements, including leading on the coordination of working groups to produce a joint and agreed draft that will be presented to the Regional Security Council.

Develop mechanisms to keep the RSO abreast of important developments and policy debates in Galmudug State, FMS and national levels.

Contribute to the development of state strategies, monitoring and evaluation on behalf of the RSC.

Lead on the strategic steering committee for the STP.

Contribute to dialogue, understanding and consensus building and create the necessary political will for the smooth implementation of the STP

Prepares analytical reports on the implementation of the STP

Support senior management through verbal and written briefings in preparation of meetings, conferences related to the STP

Act a key point of contact for all STP Issues, ensuring internal and external coordination with other departments and RSOs.

Assist the RSO in drafting Standard Operating Procedures (SOPs) on the planning process for implementation of Somali transition Plan and disseminate it to the stakeholders.

Assist the effective implementation of Somalia Transition Plan activities by ensuring activities are in line with FGS and FMS strategic priorities and are well coordinated with appropriate line ministries and donor programmes, ensuring that the Somalia Transition Plan goals and objectives are met and understood by the community, even during rapid periods of change.

Support the implementation of the electoral process and help security institutions involved election to effectively and safely manage elections.

Provide strategic and technical advice to Galmudug leadership on security sector reform issues, with special emphasis on civilian oversight and coordination of reform progress and activities and promote and enhance civil society engagement in these efforts.

Weekly and monthly report briefing on security situation to the director of RSO /Chief of Staff.

Perform other tasks as required.

Key Measurable Deliverables

Completion and approval of a work plan with schedule of key RSO security policies, strategies and pieces of legislation that need to be drafted or reviewed.

Three top priority RSO policies and/or strategies (to be determined which ones) drafted and put in place.

Drafting Standard Operating Procedures (SOPs) on the planning process for implementation of Somali transition Plan and disseminate it to the stakeholders

Monthly Activities Report. A report on activities undertaken for the month in the execution of your duties and responsibilities.

Reporting

The Policy and Strategy Advisor reports directly to the Director of RSO / Chief of Staff. Recruitment Qualifications and Competencies

Education: Bachelor’s Degree in Political Sciences, International Relations, Criminology, or Strategic Studies.

Experience:

At least five years of experience in progressively responsible experience in applied military, police or political predictive analysis or security studies of threat factors in the field of criminology and/or corporate security;

Experience in counter-terrorism is a distinct advantage;

Experience of preparing analytical briefs and reports.

Competencies:

Substantial knowledge of military, police or political matters;

Knowledge and counter terrorism is an advantage;

Conscientious and self-motivated with an ability to work as a team member and on own initiative;

Ability to work as part of a multidisciplinary team.

IT – in particular MS Word, MS Excel, Power Point.

No criminal record from Galmudug security agencies.

No evidence of any criminal of terrorist associations.

 

Language requirements:

Fluent in written and spoken Somali, Arabic and English
