- BACKGROUND
The Federal Government of Somalia (FGS) and Federal Member States (FMS) through the Ministry of Finance, is implementing the Somalia Recurrent Cost Reform Finance (RCRF) Project funded by the World Bank. The project is supporting the Federal Government of Somalia and the Federal Member States to strengthen resource management systems, inter-governmental fiscal framework and service delivery systems in health and education.
RCRF Project 1 became effective in 2014 and focused on FGS and Puntland State. RCRF Project 2 expanded to all Federal Member States of Somalia from 2015 onwards and RCRF Project 3 will further continue and scale up project activities across all Somalia until June 2024.
The project Components are: i) Recurrent cost financing to reform resource management systems
– This component includes financing of eligible civil service salaries in non-security sectors in FGS, financing of salaries and allowances for government staff and graduates recruited under the capacity injection mechanism (CIM), and eligible non-salary recurrent costs; ii) strengthen inter-governmental fiscal relations and improve intergovernmental coordination between FGS and FMS; and iii) Transfers for core government functions and foundational education and health service delivery mechanisms in the FMSs. Additional components that have been allocated under RCRF 3 are: Contingent Emergency Response (CERC) sub-component that will provide a fiscal shock buffer for FGS and FMSs; Performance Based Conditions (PBCs) to incentivize reforms and associated funding within the FMSs for improved governance, education and health service delivery; Inter-governmental system strengthening, Recurrent cost financing in the education sector; and Transparency and Citizen Engagement for Improved Service Delivery.
The Ministry of Finance intends to use a portion of the grant to recruit a Monitoring & Evaluation Specialist to manage the Project’s overall Monitoring and Evaluation Framework to ensure that the Project is on track and meeting its development objectives, expected outputs, outcomes and its intended beneficiaries.
- Scope of Work and Responsibilities:
The M&E Specialist (“Consultant”) will work in close consultation and coordination with the various project teams, MoF directorates, the Bank’s Task Teams and an Independent Monitoring Agent to achieve the objective of the assignment. The Consultant will perform the following key tasks:
- Validate the baseline and target measurements of the PDO matrix included in the RCRF II Additional Financing and RCRF III Project Appraisal Documents, or any other RCRF projects, and agreed between the Government and the World Bank.
- Provide technical inputs on monitoring and evaluation parameters to improve planning, programming and implementation of project.
- Coordinate the preparation of Quarterly reports and lead inputs on the M&E section, RCRF II and III results indicators, DLIs and PBCs.
- Monitor closely implementation of project’s DLIs and PBCs matrix both at FGS and FMSs, organize review meetings, flag problems to the RCRF Coordinator, and provide technical inputs as required;
- Monitor closely Participation Eligibility Criteria as outlined in the Project Operations Manual.
- Ensure that the Annual Work Plan reflects the goals of the Results Monitoring Matrix, the PBCs as agreed between FGS and all FMSs and the World Bank.
- Follow up on actions agreed following the Bank’s bi-annual progress review meetings and summarized in Aide Memoires, as well as actions agreed during weekly PIU-WB meetings.
- Develop in-depth knowledge of monitoring and evaluation system of capacity development operations to guide performance tracking activities of all project staff with M&E responsibilities in project beneficiary Federal Member States and key stakeholders
- Assist in defining monitoring and evaluation requirements at the different levels of project implementation
- Conduct analysis of monitoring data, documents findings from monitoring and evaluation activities and submits monitoring reports to the Project Coordinator.
- Update Project Operations Manual as need arises.
- Work closely with the World Bank, Project Implementation Units in all FMSs and various consultants and project/sub-project stakeholders to ensure that data collected for purposes of performance evaluation is credible and of high quality under the direct supervision of the Project Coordinator.
- Support data collection/beneficiary activities including through the use of innovative digital tools in close collaboration with the health, education and citizen engagement teams at the FGS, FMS and Bank level.
- Complete the required onboarding and other training, including online training, that may be prescribed from time to time
- Perform all other tasks and submit deliverables as listed in the terms of reference.
- Selection Criteria:
Selection will be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
Relevant university degree or higher education in Business or Public Administrations, Accounting and Financial Management, international development, international relations and/or related fields; ii. A minimum of 6-year professional experience in M&E related function; iii. Strong analytical skills; iv. Demonstrated experience with the design and implementation of
Monitoring and evaluation of plans and programs; v. Strong orientation and knowledge in establishing baseline measurements for results monitoring; vi. Report writing and presentation skills in English and Somali; vi. Experience in working in development projects within the FGS or federal States, and good knowledge of Public Sector issues; vii. And other relevant competences and skills as listed in the terms of reference.
- Duration & Duty Station:
One (1) year with possibility for extension depending on performance and need. The duty station is Mogadishu Somalia with travels to the FMSs

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.
