SOS Children’s Villages International is the umbrella organization to which all SOS Children’s Villages including SOS Children’s Villages Somalia Association is affiliated. SOS Children’s Villages Somalia has officially been working in Somalia since 1985. SOS is currently working in 134 countries worldwide. We are committed to the welfare of children – often throughout the whole of their childhood, and to strengthening families and communities as a preventive measure in the fight against abandonment and social neglect. We also run education and health facilities. With the SOS Children’s Village concept, the organization pioneered a family approach to the long-term care of orphaned and abandoned children. SOS Children’s Villages upholds child protection policy and our selection processes reflect our commitment to the protection of children and youth from abuse. SOS Children’s Villages Somalia current works in three regions; Banadir Regions (Heliwa, Wadajir, Dharkenley and Dayninle districts) southwest-state (Baidoa and Hudur) Hirshabelle State (Jowhar & Balcad).

Job Title: Program Development & Quality – PDQ Director (1 Position)

Job Summary:
The Program Development & Quality Director leads the strategic planning and budgeting of SOS Children’s Villages programs in Somalia. S/he leads the implementation, monitoring and evaluation of the children’s village programme, in accordance with the organizational standards and strategies. He/she also leads the Country Programme Development team and works with counterparts in the Federation, to ensure successful development of children’s programmes and initiatives across the country. The PDQ Director is ultimately responsible for the successful implementation and quality of all programs in Somalia by working closely with the Area Management and National Management Team (NMT).
Key Area of responsibility:
- As part of the national management team, PDQ Director gives strategic advice to the National Director relating to the development of SOS programmes in the country.
- Leads the planning of programme interventions, including the development of good quality proposal, concepts and program innovations in line with the organization’s mission policies, strategies and available resources.
- Ensures full implementation of defined programming policies, standards and good practices, including CV Manual, FSP Manual, Child Protection Policy etc.
- Builds positive relationships with all relevant stakeholders, including the community and local authorities.
- Ensures necessary linkages with other functions and networks within the country, and participates in national / regional forums, ensuring that the programming function is appropriately represented.
- Contributes to the development of working tools and support systems, and monitors and supports their implementation.
- Ensures the aligned growth and development of SOS Children’s programmes in the country, and ensure that the organization’s efforts and resources are targeted at the most vulnerable children, families and communities.
- Leads and support implementation of international child care, FSP, advocacy and education strategies, policies, and best practices across the region.
- Builds the capacity of programme development staff through knowledge sharing activities, on-going coaching & support, training & development etc.
Lead the planning of the Children’s Village programme in Mogadishu
- Lead the development of the initial programme design (if in place at the beginning of the programme development), followed by the annual plans, with budgets;
- in line with the organization’s mission, policies and strategic priorities, as well as available resources.
- with concrete programme interventions based on an analysis of the situation of the target group (and/or evaluation of the programme?)
- with the participation of relevant stakeholders, including the target group (or children participating in existing programme), their caregivers, partner organizations and community leadership
- Support in the identification of local funding sources and apply for grants and other forms of local income, such as donations-in-kind and government subsidies.
Build and manage positive relations with the community and/or local authorities
- Build strong relationships with local government authorities, recognized community leadership, like-minded groups. Organizations and/or institutions operating with the local community, who share the organization’s vision, as well as those who provide complimentary services.
- Participate in governmental and/or community forums dealing with issues affecting children of our target group.
- Build good relations with the local media (e.g. community radio), so child rights issues in general as well as the organization’s mission and objectives can be promoted on a regular basis.
Build a strong Program Development team
- Coordinate a professional recruitment process for new staff (draw-up advert, screening of applications, interviews, and reference checks) in consultation with direct superior and HR
- Ensure that orientation programmes are carried out for new staff to ensure they have a good understanding of the organization and their role within it.
- Ensure effective performance management systems are implemented for all programme staff, including job descriptions, regular review sessions, annual performance appraisal, in line with the required practices of the National Association.
- Ensure that individual staff/volunteer training and development needs are identified and that these are addressed through staff development measures, according to priorities and available resources.
- Be a supportive and understanding superior, on whom co-workers build a culture of learning and openness amongst staff and volunteers.
Financial management and administration
- Liaise and Work closely with the Finance & Controlling Department to ensure cost-efficiency of programme development.
- Coordinate the appropriate allocation of programme resources, in line with the annual plan and budget.
- Ensure that the organization’s financial resources are used modestly and efficiently.
- Implement financial and administrative procedures, in line with policies/guidelines of the national association and in consultation with financial support staff.
Establish mechanisms of ongoing monitoring and evaluation of the programme
- Provide direct supervision with regular up-dates on programme activities and results, including regular written reports on a monthly/quarterly basis as required.
- Ensure the implementation of Result-Based-Monitoring on all programmes in Somalia.
- Put in place effective monitoring and evaluation plans and systems on the basis of the international systems requirements, as a basis for ongoing monitoring, self-evaluation and external impact evaluation.
Contribute to the work of the broader organization
- Represent SOS Children’s Villages in local, national, regional or International conferences, meetings and structures within the organization when needed.
- Document and share good practices and lessons learned with colleagues to support organizational learning.
- Prepare programme information as required for public relations and fund development purposes.
- Keep track of child rights issues in general as well as current social development issues and trends relevant to the organization’s mission.
- Position SOS in Somalia as a key advocate of the rights and needs of children and youth without adequate parental care.
Qualification & Experience
- MA Degree in Sociology, Project Management, Development studies, or related streams
- 10 years of relevant experience out of which 5 years in senior leadership positions
- Previous experience of holding similar position in Somalia
- Fluent in English & Somalia (speaking, reading and writing)
- Experiences in working with the target group, i.e. vulnerable children, families and community
- Leadership experience that includes coaching staff to high levels of performance & perform effectively as a team & engaging in effective cross-cultural & cross-functional working to achieve shared goals.
- Strong knowledge of Development theory, policy and practice, with a good knowledge of technical sectors, relief, advocacy & fundraising
- Experienced networker and spokesperson in different fora (Regional and National Offices, technical programmatic communities of practice, media)
- Linking local level advocacy through to national as a credible voice to national audiences (government and multilaterals).
- Maintaining a good up-to-date knowledge of the humanitarian sector, DRR & implications of this for Humanitarian NGOs.
- Experience of developing, implementing and monitoring strategic and operational plans within a demanding organization
- Confident competency in budget and financial management and monitoring with multiple stakeholders;
- Experience in project management, planning, monitoring and evaluation
- Good knowledge and understanding of children’s rights and rights-based approaches in the development of programmes
- Awareness and understanding of social development issues including gender, education, health, HIV/AIDS, etc.
