Development of training manual on policy Development and implementation and Training the government stakeholders at the project implementation areas.
- Background:
VSF Germany is an international Non-Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in Southern Sudan, Northern Sudan, Kenya, Somalia, and Ethiopia. With a focus on livestock health, agriculture, value chain and marketing, food safety, natural resources management, Peace and Conflict, Good governance, Disasters & Emergency but also developing the capacities of communities and governmental institutions, VSF Germany work towards food security and strengthened livelihoods of pastoralist communities.
Somaliland
The livestock accounts for about 60-70% of the total GDP and also employs 80% of the workforce in Somaliland: significantly contributing to the national economy. In different Somali communities, livestock producers are regarded as producers of milk and meat, income generators and stores of wealth. Fresh milk and other dairy products are a staple food, vital items of trade for daily income but actual local supply below demand in both urban and rural areas in terms of quantity and quality in Somaliland. The below demand milk supply of milk is a function of low hygienic and quality standards since most of the trade is done through informal channels, where rules and regulations, if any, are hardly observed.
About the project
VSF- Germany has been implementing the BMZ funded project to strengthen dairy and meat value chain for income and food safety in agro-pastoral systems in collaboration with the Ministry of Livestock and other stakeholders of Somaliland. Besides, the project will collaborate closely with other key stakeholders-at producers, trader and consumer levels while strengthening public and private partnership (PPP), particularly in the dairy and meat sectors.
- Objective of consultancy:
The main objective is to enhance the knowledge and hands-on skills of the local authorities in developing and/or implementing sound public policies, regulations and guidelines in general and those concerning the meat and milk hygiene in particular.
The training should cover at least the following areas:
- Problem identification and agenda-setting
- Policy formulation; Identifying the approaches and solutions to the problems
- Policy legitimization and adaptation: ways of getting legislative approval, executive approval, seeking consent through consultation with all stakeholders and interest parties.
- Policy implementation process
- Policy evaluation and review processes
- Developing sectoral policies
- Scope of \work and duration:
The consultant will be expected to:
- Conduct a literature review of the project document and existing training modules on similar topics, and summarize those relevant to the intended training.
- Design and deliver high quality, experiential professional training on policy development, implementation and evaluation based on the capacity assessment on the staff.
- Conduct training for the government officials at district level on policy development, implementation and evaluation.
Deliverable outputs:
The activities and expected outputs are as follows:
- Literature review summary
- A final training module of not less than 50 pages, with all relevant forms, templates etc.
- Facilitate training for local government staffs on policy development training.

- Methodology:
The training methodology employed should be experiential and participatory.
- Participants: Participants are government employee from Wajaale and Gabiley.
- Selection of participants: Participants to training will be selected by the Project team based on the project objectives.
- Logistics and equipment: The Project will provide all necessary equipment: projector, flipchart, office supplies and other materials at the request of the Consultants to ensure efficient completion of the training program.
- Working language: Working language of training is Somali. Materials should prepared in English and Somali. The reporting language is English
- Training materials: The Project will ensure printing of all training materials.
- Profile of consultant
- Master’s degree in Public policy, public administration/ management, Development studies or other related field.
- A minimum of 3 years of experience in relevant field.
- Familiarity with the functions of government institutions and District authorities.
- Excellent interpersonal communication skills.
- Good Planning and organization skills.
- Ability to work under time pressure.
- Fluency in English (written and verbal) and Somali is required.
- Payment:
- 1st installment, the Training Institution/Consultant will be paid 40% of the quoted amount aftersubmission of the draft training manual, training methodology and schedule.
- 2nd installment, the remaining amount shall be paid upon completion of the training and the acceptance of the final report.
The payments will be made in A/C payee cheques/or direct bank transfer in the name of the consultant or firm named in the contract. VSF Germany will deduct with-holding tax at source as per the rules of taxation governing VSFG operations and it will be deposited directly to custodian of such tax. No other benefits shall be admissible beyond what is stipulated in the contract, nor does it guarantee a regular position in VSF Germany.
- General
Commitments:
All the outputs – Reports, data base, etc. produced by this assignment will not be disseminated in part or whole without express authority from VSF-Germany. Thus the consultant shall not produce these materials in any form (electronic, hard copies, etc.) to a third party without a written permission from VSF Germany.
