SEA is a non-profit and non-political organization established in April 2017 to respond to the needs of returnees, internally displaced persons (IDPs), and vulnerable host communities in Jubaland, South West State (SWS), and the Banadir Region of Somalia. The organization operates with its headquarters in Kismayo and sub-branch offices in Mogadishu, Baidoa, and Afmadow.
SEA’s main responsibilities include providing protection and livelihood assistance, response planning and preparedness, implementation, advocacy, and coordination for refugees, returnees, IDPs, and vulnerable host communities. They collaborate with the World Food Programme (WFP) since 2019 to implement relief projects such as food voucher distribution, cash-based transfers, and Vocational Food For Training (VFT) programs for vulnerable individuals, including youths and host communities.

About the Job.
The Social Environmental Agency (SEA) is a national non-profit and non-political organization established in 2017 by Somali intellectuals to address the needs of Internally Displaced Persons (IDPs), returnees, and vulnerable host communities in Somalia, particularly in Jubaland, South West State, and Bannadir Region. SEA operates its headquarters in Kismayo with sub-branch offices in Mogadishu, Baidoa, and Afmadow.
SEA’s interventions encompass various sectors including; Food Security and Livelihoods, Water Sanitation and Hygiene (WASH), Health, Protection and Gender-Based Violence (GBV) issues, enabling effective engagement with communities, governments, donors in projects implementations.
Social Environmental Agency (SEA) is currently seeking a qualified Accountability (AAP) Officer who will base in Kismayo, with frequent travel to the field for regularly project implementation and technical support activities.
Duties and Responsibilities
- Conducting field visits to program implementation sites to provide technical support in establishing and managing feedback and complaints mechanism.
- Developing and editing survey and questionnaires for data collection, ensuring their effectiveness through the field validation.
- Develop, implement, and maintain accountability mechanism in line with the SEA policies and donor requirement.
- Ensure the integration of accountability principal-transparency, participation, feedback and learning into the project activities.
- Supports field team to understand and apply accountability standards such as the Core Humanitarian Standard.
- Establish, manage, and regularly review Feedback and Complaint Response
- Coordinate with program and protection teams to ensure timely investigation, resolution, and feedback to complainants.
- Produce periodic reports analyzing trends and lessons learned from feedback data.
- Conduct awareness sessions with communities about their rights, project activities, and available complaint channels.
- Facilitate community participation in project planning, implementation, and evaluation.
- Ensure inclusion of vulnerable groups (women, youth, persons with disabilities, etc.) in accountability activities.
- Work closely with M&E teams to integrate accountability indicators into monitoring tools and project assessments.
- Train staff, and community committees on accountability principles and feedback management.
- Ensure compliance with organizational accountability policies, safeguarding, and donor requirements.
- Support audits, evaluations, and donor visits by providing documentation and evidence on accountability processes.
- Liaise with program managers, protection officers, and other stakeholders to address community concerns effectively.
- Any other duties a signed by the supervisor
Minimum qualifications and required competencies
- Bachelor’s Degree in Social Work, Community Development, Anthropology or related social science discipline
- Proven experience of minimum 3 years working with humanitarian and development programme.
- Experience gained with an international NGO will be added advantage.
- An impeccable professional standard of ethics as well as the willingness and ability to implement accountability activities within the SEA
- Certification in accountability for affected population or other relevant certifications an added advantage
- Fluency in written and spoken English and Somali Language.
- Computer proficiency especially MS office.
