CHILD SAFEGUARDING: 

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:The Accountability Coordinator will serve as the technical lead for the development and management of accountability structures and systems for Somalia Country Office. The incumbent will ensure that children and communities we work with are in the program at Somalia Country Office’s response through child-friendly, gender-sensitive, inclusive, accessible and appropriate accountability systems and child participation. The role will also be responsible for rolling out the Country Office accountability strategy through mentoring and/ or capacity building of staff and partners, and ensuring that accountability is built into all stages of the program life cycle.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions:

Save the Children International (SCI) has been working in Somalia for almost 70 years. The Country Office has over 500 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bosasso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in Central South Somalia). In 2020, with an annual spent of US$117 million, we reached more than 3 million people through our humanitarian and longer-term development work in Child Survival (Health, Nutrition, Water, Sanitation & Hygiene (WASH)); Education; Child Poverty Reduction; Child Protection; and Child Rights Governance. The Country Office manages more than 70 active awards from a range of governmental/institutional donors, including DFID, ECHO, EU, FFP, OFDA, and DANIDA being some of our largest.

The incumbent will work closely with the Research, Evaluations, Accountability, Learning and Monitoring (REALM) team, program team, and technical specialists.

Context: Development and Humanitarian

Scope: Country Office, Area Offices and Field Offices.

KEY AREAS OF ACCOUNTABILITY 

Leadership and strategy

·         Working closely with the Head of REALM to develop an Accountability to Children and Communities Framework for the Country Office, which sets out a contextually-appropriate approach to information sharing, Feedback and Reporting Mechanism, and child participation (in line with the SCI Accountability to Children and Communities Procedure; SCI Child Rights Programming, Theory of Change and Programme Procedure; the Core Humanitarian Standard (CHS); the Nine Basic Requirements for Quality Child Participation; and MEAL in Emergencies System Quality Benchmarks).

·         Champion accountability to children and communities and child participation within the Response, and support field offices on building accountability systems.

·         Support the Response to develop and implement a strategy that is informed by children’s voices and promotes their rights.

·         Ensure plans to promote accountability to affected populations (AAP) and child participation are documented in the Country Response strategy and adequately budgeted for.

·         Contribute to response strategy development by advising leadership to identify appropriate AAP and child participation approaches for different phases of the projects in the country office.

·         Champion the use of accountability data and child/community participation analysis to influence strategic decision-making and advocacy.

General implementation

·         Analyse, using secondary data as well as primary data where required, what accountability approaches would be relevant and appropriate. This analysis should pay attention to the situation for children and for deprived and marginalised groups. The tailored analysis should consider community dynamics, social norms, cultural beliefs, and other anthropological factors that could impact programmes.

·         Develop a context-specific action plan to improve AAP and child participation within the Response, based on operational modalities, community preferences and global good practice. The Action Plan should have clear deliverables, indicators and timeframes to enable a timely marked improvement in performance.

·         Ensure that thematic programme components are technically sound, implementation methods are consistent with national and global strategies, acknowledged good practice including Save the Children’s Common Approach and are likely to achieve scale, as well as equitable and sustainable results.

·         Identify additional resources (human, financial, technical, etc.) needed to implement the action plan and explore options to mobilise these.

·         Ensure AAP and child participation are included in proposal design and proposal budgets.

Information Sharing

·         Analyse information needs and appropriate trusted information sharing approaches through integration of information needs questions within broader assessments, or standalone assessments.

·         In collaboration with child safeguarding and the communications team, lead on the development of child-friendly information sharing for the Response as a whole, to ensure that children and communities are aware of Save the Children, its work and what they should expect (including expected behaviour of staff and volunteers).

·         Advise thematic and project teams on good practice in child-friendly information sharing.

·         Lead on child-friendly Communicating with Communities work (for example, supporting dissemination of life-saving information), working in collaboration with other Cluster members.

Child and community participation

·         Review the country office’s pre-existing child participation programming and networks (including child-led organisations), identifying how these could be capitalised upon within the Emergency Eesponse. Where appropriate, support existing country office Child Rights/Child Participation staff to engage and offer expertise to the Response.

·         Work in a facilitative manner to support technical advisers and programme implementation teams to develop plans for child and community participation across the programme cycle (needs analysis and assessment, design and planning, implementation, and M&E) for their thematic area, considering opportunities for integration between sectors where possible.

·         Act as the Save the Children focal point for the inter-agency children’s consultation for the Response, with a focus on ensuring meaningful and ethical child participation and utilisation of findings.

·         Support safeguarding teams to imbed child and community participation within their work, for example collaborating on participatory risk assessments.

Feedback and Reporting Mechanisms

·         Use analysis of the context and community preferences to design appropriate feedback and reporting channels that are accessible to children and deprived and marginalised groups. Support the REALM and safeguarding team to roll out these channels across the Response intervention area.

·         Work with the REALM team to develop a Feedback Handling Standard Operating Procedure and ensure that feedback is handled in line with it, with consideration of appropriate data protection procedures.

·         Support Field Offices to establish and monitor the Feedback Database.

·         Support the REALM team to analyse and present feedback data to help inform decision-making and improve programme quality.

·         Provide technical support to REALM and Programme Implementation teams to ensure the feedback loop is closed meaningfully, in a timely manner and with quality.

Capacity building

·         Assess the priority skills gaps and learning needs relating to AAP and child participation within the Response team and partners. This should include frontline workers and volunteers and support staff such as HR, administration, security, etc., who all have a role to play in improving the accountability of Save the Children.

·         Design and implement a capacity building strategy (considering training, mentoring and coaching) to build the knowledge of, and commitment to, AAP and child participation approaches within Save the Children staff and partners (plus staff of cluster agencies).

·         Develop context-specific capacity building materials by contextualising global and/or national tools.

·         Identify opportunities to integrate AAP and child participation elements into existing training and tailor content to target the specific audiences.

Evidence and learning

·         Document context-specific good CHS and child participation practices, to support replication by other country offices and responses.

·         Support research into CHS and child participation within the Response, and/or provide advice to research that will have participatory components.

General:

·         Comply with Save the Children policies and practice with respect to Code of Conduct, Child Safeguarding and Protection from Sexual Exploitation and Abuse (PSEA), Health and Safety, Whistle blowing, Fraud, Equal Opportunities and other relevant policies and procedures.

QUALIFICATIONS·         Bachelor’s degree in social sciences, Humanitarian studies or other relevant field or equivalent qualification.

EXPERIENCE AND SKILLSEssential

·         Minimum of 5 years progressive humanitarian experience.

·         At least 3 years’ experience of working in REALM with focus on accountability.

·         Advance level of using Word and Excel a plus data visualizations.

·         Experience in developing and working with Access or Excel databases.

·         Good organisational skills, the ability to pay close attention to detail and capable of reporting in a timely manner.

·         Excellent verbal and written communication and relationship building skills.

·         Ability to interact well with people (including children) and proven experience of building strong relationships with community members.

·         A confident, flexible and initiative-taking attitude with the ability to work independently, to be proactive in working with others, a willingness and commitment to work long hours and/or over weekends and to spend considerable amount of time in remote field sites.

·         Strong data analysis skills.

·         Experience in managing Complaints and Response Mechanisms (CRM).

·         Experience in managing electronic databases.

·         Experience in developing data collection tools and reporting formats.

·         Fluent in Somali language and very good knowledge at English.

·         Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication. Proven capacity to train and coach staff.

·         Commitment to Save the Children values, aims and principles including willingness to abide by and enforce the Child Safeguarding policy.

·         Awareness of international accountability standards including core humanitarian standards and a demonstrated commitment to promoting these standards in ways of working and project implementation.
