- Background
The SSC Khatumo’s interim administration was formally established in the northern regions of Somalia on the 6th of February 2023 through a conference led by civil society and traditional elders held in Lasanod during January and February 2023. The new administration is established to preserve and uphold the country’s unity. The federal government of Somalia officially endorsed this new interim administration on the 19th of October with an official communique. The administration is anticipated to play an essential role in safeguarding the unity of the country, a mission that has been of paramount importance throughout the nation’s history; restoring regional stability through fostering peace and cooperation; improving security with a focus on the safety and well-being of the local population; and enhancing service delivery through improving the quality and accessibility of essential services for the local population in the SSC-Khatumo regions.
SSC-KH is structured in a distinctive manner different from the other regional administrations. This arrangement features key leadership positions of the Administration; Instead of a President, a Vice President, and Ministers, SSC-KH is led by an Executive Leader, a Deputy Leader, and Executive Secretaries serving as Ministers. In August 2023, the Council of Representatives democratically elected Abdikadir Ahmed Aw-Ali (Firdhiye) as the Leader and Mohamed Abdi Ismail as the Deputy Leader of the Administration. On the 12th of September 2023, the Leader appointed his first nine cabinet members to serve as Secretaries.
In this regard and in line with the new administration’s commitment to building an effective governance system, SSC-Khatumo is recruiting an Accountant General (AG) to manage the accounts of the SSCKh Administration Budget and control the accounts of each SSCKh public entity and to Provide executive direction including establishing the Office of the Accountant
General’s strategy, policies, and standards.
- Purpose
The Accountant General aims to compile and manage the accounts and acts as custody for the public money and public property of the SSCKh. For that purpose, the Accountant-General may give such general or specific instructions to the Heads of SSCKh entities as may be necessary for the effective implementation of financial management.
- General Duties and Responsibilities
The Accountant General will manage the accounts of the SSCKh Administration Budget and control the accounts of each Public Body and will be responsible for the following duties and responsibilities.
- To manage the accounts of the SSCKh Administration Budget and control the accounts of each Public Body.
- Provide executive direction, including establishing the Office of the Accountant
General’s strategy, policies, and standards. - To release money from the SSCKh Administration Consolidated Fund once the SSCKh Central Council (Parliament) has approved the SSCKH Administration Budget;
- To issue instructions on a commitment control system and oversee control, recording, and reporting of commitments of Public Bodies.
- To supervise, inspect, and access all offices of Public Bodies where public money and SSCKh Administration Property are held, administered, or maintained.
- To produce cash forecasts of the SSCKh Administration Consolidated Fund;
- To chair the Treasury Management Committee and report to the Secretary of the Finance Office.
- To prepare accounts of the SSCKh Administration Consolidated Fund and compile consolidated accounts;
- To determine the Chart of Accounts and the accounting standards for all SSCKh agencies and Sub-local entities.
- To supervise and ensure the correctness of the receipts and payments of public money, the management of cash and stores; the handling of public money, securities, stamps, and other SSCKh Administration Property; and
- Oversee the production of timely, accurate, and reliable financial management
information that meets professional standards and conforms to the FGS
accepted financial and public-sector standards; Preparation of the consolidated
accounts. - Maintain the public debt register and record of commitments.
- Reviews and authorizes all data, information, and reports being released to the public, Administration Executive, Secretary of Finance, and Donor Agencies
- Establish a framework for the collection of fiscal data and statistical reporting.
- Develop and align the SSCKh financial management system with the Federal PFM system, the Chart of Accounts, accounting standards, and financial management principles for all Administration offices and agencies.
- Supervise and ensure the correctness of the receipts and payments of public money, the management of cash and stores, and the handling of public money, securities, stamps, and other SSCKh administration Property.
- Establish standards for professionalism and operations for SSCKh entity accountants.
- Advise the Secretary of Finance of any apparent defect in the control of or dealings with revenue, expenditure, cash, or assets by a public entity; any significant issues with the creation of or management of liabilities and fiscal risks; or any breach or non-observance of financial regulations, directive or instruction which may come to the notice of the Accountant-General;
- Provide leadership in the development of the public sector accounting profession.
- Manage all executive relationships between the Accountant General’s Office and external stakeholders.
- Pay all Government Workers’ wages, salaries and allowances.
- Be solely responsible for the opening of bank accounts for any SSCKh Administration Departments
- Keep, prepare, render, and publish financial statements on the Consolidated Fund both monthly and annually.
- Approve accounting instructions for SSCKh Administration Departments.
- Promote the development of efficient accounting systems in all SSCKh Administration Departments
- Perform any other duty that may be attributed to him or her by law or regulation.
- General Qualifications and Experience

- Bachelor’s degree in finance, Accountancy, Business Administration, Public Administration, Economics, or a relevant academic field.
- Having a Master’s Degree and Certified in Accountancy is an advantage and preferred.
- Have at least seven (7) years of relevant professional experience, two (2) years of which should have been in a leadership position or at a top management level in the Public Service or Private Sector.
- Strong leadership skills with proven experience managing and motivating a diverse team.
- Demonstrable experience in practical internal and external communication skills and political sensitivity
- Competences
- Strong understanding of government financial management and measures of performance.
- Sound knowledge of international standards of management practice.
- Possesses high-level political, analytical, policy, and management skills.
- The ability to provide leadership, direction, and motivation to the Accountant General Office.
- Excellent interpersonal and facilitation skills, including the ability to effectively work with and support the team members and work collectively in partnership with a wide range of stakeholders.
- High standards of ethical behavior and integrity.
- Ability to identify, analyze, and solve complex issues.
- Excellent written and verbal communication in English and Somali language.
