Background

The Somali Red Crescent Society (SRCS) is an independent, non-political humanitarian organization that was founded in April 1963 and was established with presidential decree No. 187 in 1965. It was then recognized by the ICRC in 1969 and in the same year became a member of the International Federation of the Red Cross and the Red Crescent societies.

The Somali Red Crescent Society is currently looking for a qualified candidate to fill the vacant positions of Accountant based in Keysaney Hospital, Mogadishu.

Overall Job Purpose

Perform a variety of finance and accounting processes by compiling and analyzing financial information, documenting financial transactions and preparing entries to accounts in compliance with SRCS financial policies, procedures and guidelines, including donor requirements. Prepare and implement budgets for programme activities at the Branch level.  Implement stringent expenditure control procedures by ensuring proper authorization for payment is strictly followed and any expenditure incurred is supported by payment vouchers and other valid accounting documents.

Essential Duties & Responsibilities

Technical Leadership, Programme Planning & Implementation

  • Support in developing and implementing financial resource management work plans and budgets and also ensure compliance with approved financial policies and procedures
  • Implement stringent expenditure control procedures to ensure proper authorization for payment is supported by payment vouchers and other valid accounting documents
  • Assess financial documents from departments and prepare monthly reconciliations reports
  • Identify and advice on preventive and corrective actions to address financial irregularities
  • Support month-end close and year-end closure within deadlines
  • Ensure financial and accounting documents are properly filed, secured and readily accessible for action
  • Prepare and submit accurate and timely financial reports in compliance with donor requirements

Cash Management

  • Direct cash management operation by reviewing cash position to ensure availability of funds for daily cash administration and disbursements
  • Constantly review current accounts and bank transactions to ensure timely transfer of funds
  • Maintain cash box, continuously track and prepare cash flow reports and also evaluate variances
  • Verify validity of invoices, ensure proper level of approvals and make timely cash payments
  • Timely and accurate reconciliation of cash applications and disbursements
  • Monitor cash transactions and bank account balances and investigate any discrepancies
  • Review and drive improvements in cash management, ensuring financial obligations are met in accordance with financial policies and procedures

Operations Management 

  • Participate in capacity development and team building of staff on financial management and budgeting
  • Respond to emergency requests and prepare ad-hoc budgets to facilitate programme operations
  • Monitor and recommend funds redistribution according to operational priorities

Strategic Partnerships & Donor Relationships

  • Provide support to external auditors on a variety of technical accounting issues
  • Participate in discussions with Bank officials on operational matters related to banking services
  • Participate in contract negotiations with suppliers, contractors and service providers
  • Perform other related duties as assigned by the supervisor

Requirements:

  • Bachelor’s degree or equivalent professional practice in Finance, Accounting, Business Administration, Economics
  • Minimum 3 years relevant experience in financial planning, budgeting, accounting, financial analysis, internal control, invoice and payroll
  • Relevant Experience processing, cash management, bank reconciliation, project accounting, and financial reporting
  • manage intergroup dynamics and mediate conflicting interests
  • Excellent writing skills, analytical capacity to synthesize project outputs and findings for the preparation of quality programme reports
  • Maturity & confidence in dealing with senior and high ranking officials, Remain calm, in control and good humored even under pressure
  • Respond positively to critical feedback and differing points of views
