  • INTRODUCTION

The Somaliland Lawyers association (SOLLA) was founded in June 2004. The association is non-political, non-profit human right and legal profession association, which unites over 95% of the Somaliland legal practitioners including legal practitioners, academic law professors, Legal advisors to Law Makers, and MDAs as well corporate legal service providers.

The association as a local network legal professionals is responsible to improve the capacity and the value of legal practitioners and their performance in service  delivery, provide protection of lawyers rights subject to the constitution, monitor their service delivery as their legal duties and build their capacity with propensity of increasing synergies on access to justice, fair and independent judiciary, respect of human rights, promotion of legal education, and realization of increased civic and democracy space in the country through observance of the laws enshrined in the constitution of the Republic of Somaliland.

SOLLA was implementing partner Rule of Law programmes since 2009 with support of UNDP, currently SOLLA with support of UNDP implementing the Somaliland Joint Rule of Law programme that focused mainly on supporting the Government of Somaliland to improve its rule of law services in Hargiesa and selective population centers. Combining mobile courts, legal aid, law scholarships, and prisons and courts inspections that programme expanded legal profession, enlarged access to the formal legal system and strengthened public confidence in it, mainly in the urban areas. This programme seeks to extend the focus on the ‘difficult to reach’ rural areas as well as to promote access to justice and enhance the rights of specific, vulnerable and disadvantaged groups.

  • ADMINISTRATION AND FINANCE

The Administrator will work under the immediate supervision of the Chairperson and will be responsible for assisting with the administration of the SOLLA, specifically:

  1. Administrator Duties:
  1. Developing and maintaining all office administrative systems including attendance and leave records, filing, expenditure, logbook, office diary and invoicing.
  2. Assisting with administration of SOLLA activities including advocacy campaigns; workshops, information meetings, legal education; training for members; legal aid programme and the general and SGBV referral system.
  3. Administrative and system support to SOLLA staff.
  4. Ordering and maintaining stationery and equipment supplies.
  5. Record keeping for the purpose of quarterly financial and narrative reports.
  6. Any other duties as specified by the Executive Director.
  7. Maintain the case management system, The SOLLA must maintain an office diary in the central office and record all legal aid lawyers and paralegals location and appointments. This is the individual responsibility of every lawyer/paralegal. Spot checks will be conducted in 2010 to see that a diary is maintained. SOLLA will ensure that any new appointments to be recorded promptly. SOLLA will maintain a central database for entering all case information received from the lawyers and paralegals; Each lawyer will maintain their own case databases which will be submitted to the Adminstrator for inclusion in the central database each month. The Administrator shall maintain a prison and police station visit schedule oversee a system for recording the date of prison visits undertaken in each location, actions taken by the lawyers during each visit, the number and types of cases accepted by the lawyer on each visit. This also applies to outreach visits, visits to IDP camps.
  8. Accounting and financial Duties\;
  1. Compiling financial information, preparing financial statements and assisting in the preparation of reports.
  2. Recording, classifying, and summarizing financial transactions and events in accordance with generally accepted accounting principles.
  3. Keeping abreast of laws and regulations that apply to legal accounting to maintain up-to-date compliance.
  4. Initiating and processing journal entries into various accounts.
  5. Reconciling sub-ledgers to the general ledger and resolving differences.
  6. Explaining accounting transactions and resolving accounting issues and discrepancies
  • QUALIFICATIONS AND EXPERIENCE
    1. Degree in Accounting, Finance, Business Administration or administration – essential
    2. The position requires at least 4 years’ experience obtained in managing a financial LNGOS,INGOs and UN Ageneses.
  • KNOWLEDGE
    1. Sound human resource management skills – essential
    2. Demonstrated sound financial management skills – desirable
    3. Sound leadership and organizational development skills – essential
    4. Intermediate understanding of accounting standards – essential
    5. Solid understanding of the public financial management legislation, procedures and practices where it relates to accounting and financial reporting,
    6. Good understanding of accounting and financial reporting
    7. Intermediate knowledge of computerized accounting systems

  • COMPETENCIES
    1. Must have excellent interpersonal skills.
    2. Honest and fair in applying rules
    3. Ability to meet critical deadlines while maintaining accuracy
    4. Must be a computer literacy
    5. Must be able to assist senior management on human resource matters
    6. Must be knowledgeable in human resource and business practices and procedures.
    7. Ability to motivate and mentor SOLLA staff.
    8. Ability to communicate well both orally and in writing.
    9. Must be assertive and be able to easily identify, analyze and solve complex problems.
    10. Able to efficiently utilize human resources and financial management information systems
