Area Manager, Jowhar, Somalia
The Role:
The Area Manager (AM) oversee program operations in Jowhar, Hirshabelle State towards successful promotion of child-focused, relief and rehabilitative programming. The position-holder will oversee a portfolio of projects, ensuring timely planning, the mobilization and coordination of technical resources in support of implementation, project progress reviews and pro-active problem identification/solution-finding to deliver on-time, on-target and to-specification projects. The AM will identify and promote layering, sequencing of integration of multiple sectors to deliver area-based program.
He/she will supervise project and support staff in Jowhar office, ensuring risk-informed, transparent, accountable, and effective and efficient delivery of a multi-sector program. The position holders will ensure mechanism for procurement, security and risk management, as well as accountability and learning are in place and functional. The job holder will ensure operational effectiveness and quality delivery and reporting by following up the implementation of action plans arising from mechanisms and project visits. He/she will champion staff and partner capacity building and continuous learning to ensure high-quality response which aligns with industry standards/ competencies for DRR and emergency response. The position-holder will provide programmatic and operational support to media/program visits, assessments, trainings and start-up/roll-out of emergency programs.
As a foundation for area-based program, the AM will lead in the development of Disaster Risk Reduction (DRR) planning in identified villages in Jowhar. The position-holder will facilitate target communities to identify and document threats, anticipatory actions, and response options. Working with the DMT Technical Advisor, ensure the application of best-practice DRR training, planning, and reporting methods are applied The AM will coordinate with local and district authorities and member state governments to ensure that priorities identified in DRR planning are coordinated with and inform state-level planning process. He/she will be lead World Vision government NGO, government and partners coordination, ensuring that WV projects/program are layered and sequenced to support transformation. The position-holder will spearhead emergency preparedness and DRR planning in support of timely and effective responses. He/she will establish response teams at regional office and field level, providing training and mentoring on emergency response and DRR. The position holder will monitor early warning information, updating regional tracking mechanisms and advising TA DRR and WV Somalia leadership in the event in significant change in context.
The AM will serve as liaison for World Vision with the State Government, local communities, UN and NGOs to promote coordination and information-sharing.
Key Responsibilities:
- Efficient, effective, accountable, risk sensitive and transparent program administration of Hirshabelle State regional office
- On-time, on-target and too specification delivery of portfolio of humanitarian, recovery, and resilience building interventions
- Productive and respectful relationships with government, NGOs and UN to support smooth operations, avoid duplication and layer and sequence interventions
- Motivated, capacitated and diverse workforce who deliver high-quality results
- World Vision Somali field teams, implementing partners government and communities have the capacity to analyze, plan for and responds to emergencies and build resilience
- Community capacity to manage shocks strengthened
Essential:
- Advance Degree preferably in social science or development management or business management or related discipline.
- At Least 5 years’ experience in Humanitarian and Development work plus 2 years of progressive management experience in complex/ protracted emergencies and recovery operations;
- Coordinating emergencies response at district and federal member state levels;
- Experience with community-level DRR planning process;
- Knowledge of humanitarian industry including SPHERE standards, Good Enough Guide, NGO code of conduct and humanitarian charter
- Experience leading rapid assessments, preferably drafting of assessment findings;
- Experience in concept/proposal development processes;
- Experience with resilience-building donors; FCDO, GFFO, World Bank;
- Experience with other emergency donors like OCHA, ECHO, etc.;
- Experience with community-level DRR planning processes;
Working Environment:
The position will be based in Jowhar, Hirshabeele state with regular travel to other field locations for donor and stakeholders’ engagements.
