Technical assistance to building emergency response capacity at 6 hospitals:
Our client will implement sub component 3.1 building emergency response capacity at hospitals of the additional financing for the Somalia COVID-19 emergency vaccination project funded by the World Bank. Our client will rehabilitate 6 regional hospitals, 1 in each Federal Member State (FMS) of Somalia as well as in Banadir. The effort will include developing capacity for blood transfusions, respiratory therapy, triage response, solar powered oxygen, & isolation centers’.
Further, it will help upgrade the infrastructure & develop the capacity to manage climate emergencies, including preparedness & response plans, creating a climate emergency hospital response team & upgrading medical capacity to handle the impacts of climate shocks (such as malnutrition, injuries, drowning & climate sensitive diseases).
The project will include the rehabilitation of 6 regional hospitals with a view of upgrading the infrastructure & assisting the hospitals develop the capacity to manage emergencies, including climate emergencies & the impacts of climate shocks (such as malnutrition, injuries, drowning & climate sensitive diseases).
Forlanini Hospital, Banadir Regional Administration (BRA) (site) build new buildings.
Garbaharey General Hospital, Jubaland state.
The scope of works will include major renovations / civil works, installation of medical equipment to improve hospital capacity to respond to emergencies & climate & disaster risk screening of each facility. Using proven screening tools, our client will carry out a rapid assessment to gather data on the current & future exposure of the project locations & beneficiaries to relevant climate & geophysical hazards.
The specific tasks might include but will not be limited to:
Participation in the meetings with the project stakeholders & work with them closely in the phase of needs assessment for the identification of the required medical equipment. This includes needs assessment for existing facilities or locations.
Participation in field site visits to identified locations as required, to determine the availability of existing, required services & space requirements, particularly for big size medical equipment such as X rays, MRI, CT.
Review & consolidate the equipment lists by type of service.
Review the current operational condition of the existing medical equipment & collect information from the hospital technicians & authorities on their operational performances.
Participate in the preliminary cost estimation for the inception report following the site assessment.
Participate in the cost estimation for the medical equipment to be procured under the project.
Verifications of imported medical equipment for specification compliance prior to installations.
Project implementation coordination with the government & other project stakeholders.
Prepare work progress reports.
Collect information on the existing operational & maintenance plans for all medical equipment / systems installed at the project sites.
Collect information related to the availability of adequate electric power to run the existing equipment & any protection equipment (UPS, voltage regulator, etc.).
Any other business related to data collection for existing medical equipment & their current condition as directed by the Senior Project Manager.
Travel to project sites if required.
Performance & monitor control:
Participate in the technical evaluation of bids / tenders / proposals received from prospective vendors for various medical related equipment, especially for PSA oxygen plants.
Escalate risks & Issues to the Supervising Engineer & / or Project Manager in a timely fashion.
Assist in the final acceptance & handover of the commissioned equipment in coordination with the project team & client.
Provide timely inputs to the project team, including engineers & consultants as required.
Provide reports or inputs to reports as required.
This role reports to the line manager.

Experience of successfully working with a variety of health sector stakeholders, particularly governments & development partners is an asset.
Proficiency with computers in particular AutoCAD & other related software related to the positions field of expertise is highly desirable.
Experience working with developing nations, the UN & / or donors such as World Bank, etc. is an advantage.
Fluency & proficiency in English is required.
