Role Purpose:
Under the direct supervision of BMZ Project Coordinator, the BMZ Project Officer is responsible for planning and timely implementation of BMZ activities through local implementing partners and TVET providers to empower target beneficiaries and the private/public sectors to improve better employment outcomes for the youth. S/he will be closely working with the project team for reporting, networking and documentation of BMZ activities.

| ROLE PURPOSE:

| SCOPE OF ROLE:

| KEY AREAS OF ACCOUNTABILITY:
Project Planning and Implementation: · Prepare project activity action plans in consultation with local implementing partners, TVET centers and BMZ Project Coordinator/Manager. · Provide technical, implementation and coordination support to the local implementing partners including youth associations, TVET centers and targeted youth organizations. · Play an active role in the process of identifying market-demanded trades through local labour market surveys and tracer studies. · Ensure the right project target beneficiaries are reached through effective outreach strategy by involving key relevant stakeholders. · Support ministry of employment and social affairs to conduct effective employment coordination meetings, national employment conference and sensitization forums with private/public sector in provision of apprenticeship/internship to TVET graduates. · Ensure TVET trainings are delivered as per SCI quality benchmark and QAS. · Regularly update social profiles of EB/IBTVET and professional training graduate and maintain a data bases to retrieve graduate employment status/history, success stories, photos and videos for project visibility documentation. · Maintain and update private/public sector database with their categories and contacts for graduate job placement and employment promotion. · Support youth networks and government institutions in the advocacy efforts for promoting decent employment for the youth through private sector corporate social responsibility in youth employment. · Attach TVET gradadvertuates to local potential employers for apprenticeships. · Support TVET graduates in establishing their owned small enterprises and conduct regular monitoring on their progress. · Support Employment Promotion Services (BMZ) Units at TVET Centres to have closer links with the private sectors and market TVET activities as well as develop an effective marketing strategy to adopt sound cost-recovery. · Assess gender sensitivity in TVET and support TVET centers to design gender sensitive employment promotion strategy for youth (market trends, skills demand, local economic development studies, etc.) · Support local implementing partner in provision of entrepreneurship/business development service, identifying business cooperatives through competitive selection process, mentoring on business successful management and linking to MFIs. · Train youth mentors on youth employment, leadership, life-skills and job readiness manual. · Support in conducting Child-sensitive behaviour change communication and provide seed money to HHs to enhance investment in children’s food/nutrition and education. · Organise meetings, symposia, etc. to engage potential employers including private sectors and governmental undertakings on a regular terms in view of improving the effectiveness of TVET activities in meeting the local labour market demands. · Perform other duties as instructed by the line manager. Project Monitoring and Reporting: · Undertake regular monitoring and supervision to project activities and report status by using SCI monitoring tools and reporting templates as per project plans and quality benchmarks. · Participate joint monitoring with project partners and line-ministries as well as tracer studies · Produce Monthly and Quarterly Progress report on employment promotion activities and ensure their documentation within the provided deadline. · Working closely with the Project Coordinator, the project officers and partners in planning monitoring, reviewing, collating and disseminating programme achievement and learning. · Ensure that all MBZ activities are carried out in accordance with Save the Children’s TVET Quality Benchmarks. · Update issue tracker to capture any challenge/gaps and under-performance in according to quality benchmarks. · Ensure that TVET centers/TVQA implement Quality Assurance and Minimum Standard in TVET and TVET centers adopt operational handbook for TVET. Documentation, Learning and Advocacy: · Advocate for, and encourage entrepreneurship among the TVET graduates, especially through the setting up and development of new, small and innovative enterprises. · Ensures proper documentation of the EPS experiences and lessons in form of pictures and documentation leaflets, reports and electronic media. · Document best practice and lessons learnt from the implementation of the project activities and ensure that they are reported to the Project Coordinator. · Contribute to the mobilization of all the concerned stakeholders to create synergies and share responsibilities for all levels employment in Somaliland while promoting youth employment as specific policies and practical programmes · Under the direct supervision of the STEP PC and in collaboration with the other programmes, undertakes advocacy activities within the advocacy strategy of SCI in Somaliland. Collaboration and Networking: · Support local partners and TVET centers in proper documentation of project activities · Support the STEP PC in linking up with other organizations working in the area of skill training and employment opportunities (LNGOs, INGO’s, academic and research institutes). |

| QUALIFICATIONS AND EXPERIENCE· Degree in management, economics, marketing, or relevant field of study
· Conceptual understanding and practical experience of linking TVET with employment opportunities and livelihood development. · Sound knowledge on TVET, Business Development, Vocational qualification Framework, Economic Development, Labour market and employment opportunities. · Hands-on experience in micro-enterprise and income generation, local economic development. · Experience and knowledge of Somaliland National Youth Policies Ability to analyses the different approaches to the delivery of economic development in a post-conflict economies, in terms of overall strategy, organisational arrangement, business starts, business development, inward investment, education and training, flexible labour markets, unemployment and regeneration of ex-combatants. · Two years’ experience in employment and skills training for youth. · Excellent communication skills, both oral and written, including a good track record of report writing. · Knowledge and experience of project cycle management · Interest and readiness to travel · Knowledge of the project area · Computer literate-Microsoft Excel and Word · Commitment to realizing children’s rights. |
