Building Resilient Communities in Somalia (BRCiS) is a Consortium of national and international organizations whose objective is to support and guide vulnerable communities in Somalia in building their resilience capacities, in their own ways. The Consortium was created in 2013 and is now implementing projects funded by different donors, in more than ten regions of Somalia. BRCiS is committed to adaptive management of its programmes, guided by a strong learning strategy. The Consortium also enforces systematic decentralization of decision making to the field level and the communities, fostering innovation and self-reliance.

The position advertised is based with NRC, the Consortium lead agency. The BRCiS Consortium SCRP Project Manager is a member staff of the Consortium Management Unit (CMU) and works for Consortium Members (including, Concern Worldwide, NRC, and Save the Children).

Roles and Responsibilities


  • Ensures compliance with contractual commitments and World Bank environmental social safeguarding framework (ESMF), and humanitarian standards in terms of quality assurance, by coordinating with the Consortium Members as they implement.
  • Works with the Chief of Party and the Consortium Programme Manager in maintaining a transparent and healthy relationship with the client.
  • Supports the BRCiS Programme Manager and the M&E Manager in defining and supporting the SCRP learning agenda aligned to the Consortium learning agenda, including the standardization of technical approaches, tools, guidelines and assessments.
  • Manages and expands positive and trusting relationships with SCRP Consortium Members that fosters professional development, programme ownership and decision-making of national staff in order to reach greater programme impacts.
  • Works closely with the Grants Coordinator on providing SCRP programme content for all fact sheets and briefs for publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders.
  • Monitor and ensure programme quality, providing technical guidance and planning/contracting oversight for both field staff, partners, learning partners, and consultants.
  • Takes the lead in identifying and documenting best practices, lessons learnt and relevant human interest stories for publication and dissemination.
  • Represents BRCiS at relevant coordination (meetings, relevant cluster meetings and other emerging response working groups.
  • Takes lead on guidance to Members on visibility and communication components in line with Government and WB standards.
  • In collaboration with CoP and Programme Manager, continuously assess’ exposure to various risks and systematically updates all critical stakeholders on this.


  • The project manager is responsible to read the project bid documents and have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of BRCiS and its Members to ensure the project(s) products will meet the needs of the client- the PIU.
  • Works with the Consortium Programme Manager and the SCRP TWG in coordinating the implementation of the various components of the SCRP project.
  • Establish solid working relationship with the Project Implementation Unit (PIU) in the Ministry of Finance as well as key line Ministries at the Federal Government and Federal State.
  • In collaboration with the Grants Coordinator, ensures narrative reports, regular programme updates, and ad-hoc requests for information adhere to donor requirements, are high quality, and are produced on time.
  • Manage communications and ensure all key stakeholders are aware of project activities, progress, and exceptions to any set plans.
  • Advise the PIU on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance)
  • Develop and maintain project plans and implement approved project plans (including the establishment of milestones) within tolerances set by BRCiS with the PIU.
  • Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into project life cycle.
  • Lead on managing and review outputs quality and ensure products are accepted.
  • Work closely with the Finance team to review activity schedules and verification documents to ensure Members comply to set guidelines for timely reimbursement and payments.
  • Feed into the monitoring, evaluation and learning framework to track progress and results


  • Applicable degree in international relations, business, economics or related field.
  • 5 years’ experience managing non-consulting services contract in humanitarian/development environments, preferably in East/Horn of Africa.
  • Experience working closely and implementing projects closely with the Government.
  • Experience in system strengthening projects.
  • Excellent report and proposal writing skills in English language. Experience in interpreting data and writing reports to a rigorous technical standard.
  • Excellent English language communication skills – negotiation, networking, influencing, public speaking and facilitating workshops at different levels. Documented results related to the position’s responsibilities.
  • Strong planning, monitoring and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks.
  • Ability to write high quality concept notes and technical sections for donor proposals.

Context related skills, knowledge and experience:

  • Experience working on World Bank contracts or other non consulting services contracts
  • Experience from working in complex and volatile contexts, multi-country disaster preparedness, response and recovery
  • Experience with Consortium coordination
  • Experience in resource mobilisation and working with various donors and conversant with their technical frameworks and strategies, key among them USAID funded projects
  • Knowledge in coordination of projects of simple infrastructure/ reconstruction projects is desired
