About the Project
DT Global is seeking expressions of interest from Senior Urban Planner/Team Leaders for possible upcoming opportunities funded by FCDO in Somalia.
About the Role
The Senior Urban Planner/Team Leader will play a critical leadership and management role in support of DT Global/FCDO’s project implementation activities. This will include coordination of team members and ensuring timely delivery of milestones.
The Team Leader will be responsible for overall administration and management of the program as well as supervision of the field staff. Where required, he/she will occasionally travel to Somalia/Somaliland to assist the local team and ensure effective program implementation.
Key Responsibilities will include:
- Overall leadership, project planning and implementation of the Program, ensuring timely and high-quality expertise and deliverables for FCDO.
- Manage and motivate a diverse team of technical and operations experts in designing, planning, and executing the program’s work plan to achieve long-term, sustainable results.
- Serve as the primary technical point of contact to FCDO and contribute to a successful, positive relationship with the Senior Responsible Owner.
- Provide management, strategic direction, and oversight to the activity’s technical, administrative, and financial performance.
- Coordinate with FCDO and relevant, key stakeholders, including partners, government and local counterparts, donors, and other FCDO programming in Somalia.
- Ensure quality assurance and quality control methods in a consistent and transparent manner for all contracted tasks and functions and ensure their compliance with FCDO and DT Global rules and regulations.
- Ensures that relevant staff use, maintain, and upload reports regularly to the Database and ensure quality control measures for data are consistent and complete.
About You
The position requires the following qualification and experience:
- A minimum of a bachelor’s degree in urban planning, Geography, Economics, Engineering, or a related profession.
- Minimum of 10 years’ experience in project/team leader roles for donor-funded contracts (required), and experience with complex FCDO program (desirable).
- A minimum of 15 years’ experience in urban and regional planning, preparing spatial and economic development strategies and plans with a focus on green growth, urban resilience and climate finance or similar.
- A minimum of 5 years’ experience of working in Somalia or similar fragile states.
- Previous experience of leading and supervising multi-sector international and national consulting teams to prepare investment projects for international agencies such as the FCDO.
- Minimum of 10 years’ experience in managing multi-year, multi-component projects and multi-disciplinary project teams.
- Proven ability to effectively manage teams (required), with experience in mentoring and coaching (desirable).
- Understanding of different approaches to attracting different forms of financing for infrastructure service delivery in developing countries.
- Excellent English language speaking, writing and presentation skills regeneration. Knowledge of Somali language or Arabic is highly advantageous.
