I.  GENERAL INFORMATION
II. OBJECTIVE OF ASSIGMENT
The Joint Programme on Strengthening Local Governance and Decentralized Service Delivery (Dowlad-kaab programme) is a five-year initiative by UNDP, UNICEF, and UN-HABITAT funded through the Somalia Joint Fund to further strengthen local governments in effectively responding to the needs and rights of all citizens as rights-holders as well as amplifying the voices of communities, with a focus on women, youth, and marginalized groups to hold their local leaders accountable. Dowlad-kaab Programme works with local, state, and federal levels of government to create an enabling environment for inclusive and sustainable governance systems at the district level, advancing responsive basic social service delivery, enhancing state legitimacy and rebuilding trust.

The Joint Programme on Strenthening Local Governance and Decentralized Service delivery – Dowlad-kaab works with the Ministry of Interior to provide support to the district administration and district councils in the provision of services according to the mandate. The Ministry of Interior, with support from Dowlad-Kaab programme is institutionalizing the district development framework process, ensuring that the priorities of all the communities within the district are incorporated in an overall plan for service delivery.

It is envisaged to achieve as wide coverage in Federal Member States as resources and conditions allow with a comprehensive approach to assist local governments to be credible, professional service providers, increasing public investment in basic services, and strengthening civic awareness and participation in local decision-making and development.  Joint Programme on Strengthening Local Governance and Decentralized Service delivery – Dowlad-kaab Programme will focus on:

  • Enhancing local government capacity to provide responsive and efficient services.
  • Emphasizing community engagement and inclusive governance practices, including e-governance.
  • Ensuring all voices are heard, with a special emphasis on marginalized groups, promoting transparency and accountability.
  • Developing sustainable strategies tailored to the unique needs of each region and Federal Member State (FMS) to respond to local needs as part of an effort to build resilient and sustainable communities.

Strong emphasis will be placed on gender and women in local government, human rights and local governance, and good governance principles of transparency, accountability and participation.

The Capacity Building consultant will be based in the Ministry of Interior-.  The role of the Capacity Building consultant will be to provide technical and capacity building support that includes an extensive on-the-job training  to  District  Departments that is  targeted at building the district capacities to facilitate their ability to deliver services and manage the  decentralization  processes as required in the ongoing local government reform process, many of which are implemented with support from the Dowlad-Kaab Joint Programme on Local Governance. Key areas of support will include skills building, knowledge enhancement, training and capacity development in all areas related to local government planning, management, administration and human resources. The Capacity Building consultant will be closely working with District Departments. The Capacity building consultant will also responsible to provide direct capacity building support to district as required.

The position is performance based with an initial probation period of 3 months. Quarterly performance assessment of the incumbent will be conducted by MOILGs with support from UNDP/Dowlad-Kaab and monthly payment is based on the delivery of the required output. The performance will be based on achievements of tasks. The contract is for 3 months. Potential renewal of contract will depend on achievement of the tasks in this TOR, and a potential renewal will then include new tasks for capacity development.

III. FUNCTIONS/KEY RESULTS
 

Summary of Key Functions:

·        Provide technical support to District Departments;

·        Assist district departments especially District Planning Department in coordinating district capacity building activities;

·        Provide technical support to the implementation of PEM in the district;

·        Provide technical support to the preparation of the DDF and district Annual Work Plan and Budget;

·        Provide technical support to LG department to assist district build their capacities in the areas of financial management, budgeting, procurement, Administration and office management, and HR management;

·        Support District Departments to assist district build their capacities in the areas of PEM, planning, budgeting, preparation of DDF and district AWP/B

·        Facilitate knowledge building, skills acquisition and capacity development at the local level;

·        Provide support to on-the job training at the district levels;

·        Support the district’s organizational restructuring and development of operational policies and procedures for effective performance and service delivery:

Detailed description of functions: 

1.  Provide technical support to District Departments in capacity building, skills building and knowledge enhancement.

  • Provide technical support in capacity development to district departments to strengthen the departments and enable to adequately support according to its mandate;
  • Conduct periodic Training Needs Assessment of District Departments and make recommendation to fill gaps;
  • Provide capacity development support to District Departments to enable the department provide adequate support to the district in development planning;
  • Prepare capacity development action plan for district to help improve their efficiency and effectiveness on the job;;

·        Assist District Departments in the setting up of proper capacity building mechanisms, systems, procedures and structures for district capacity development

2. Provides capacity building support to district on on-job training in the areas of administration, operations, financial management and other relevant fields.

  • Provide technical assistance to district develop capacities in the following areas: administration, general operations, financial management and HR management.
  • Coordinate and work closely with district administrations to enhance capacity development;
  • Create strategic action plan to assist and guide district   capacity development initiatives for assist MOI in identifying district capacity gaps and suggest possible intervention;

·        Participate in the regular monitoring of local governments performances and output;

  • Prepare regular update report for MOILG and Dowlad-Kaab; 

3Provide technical support to the district Director capacity building activities to the district.

·         In line with MOILG LG department and District Departmentswork closely with MOILG- and provide technical support and relevant supports;

·         Assist district consultants in district capacity development activities and provide technical advice;

·         Participate in the planning of district annual capacity development programmes and activities.

4.  Ensure that district capacity is built in the area of PEM, DDF and the preparation of AWP/B 

  • Provide technical support to the PEM district process in training job coaching;
  • Provide capacity development support to PEM focal point and ensure coordination in Dowald-Kaab’s capacity development interventions at the district level;
  • Assist in the facilitating and conducting the review of PEM guidelines, training modules and training of trainers
  • In collaboration with MOI LG department and Planning department, participate in the assessment of district training needs and support development of training plans for the district;
  • In collaboration, MOI and district mayors and consultants, assist in the design, scheduling and implementation of PEM training activities, and ensure that training activities are implemented as planned with the participation of relevant counterparts;
  • Assist MOI in the design of an M&E system for training activities, TOTs and other trainings provided and track training activities in the field;

5. Support the district’s organizational restructuring and development of operational policies and procedures for effective performance and service delivery:

o   Conduct institutional and capacity assessments (to remove) and promote development of a prioritized capacity development action plan for the district

o   Facilitate discussions around functions of different departments and units, and develop Terms of Reference for district departments, units and staff

o   Advise MOI, Consultants seconded to MOI, and JPLG/UNDP on changes in approach, timing or other issues that require special attention and action

o   Provide support to other departments of the district when required.

6.  Facilitation knowledge building and management at the district level: 

  • Make sound contributions to knowledge networks and communities of practice;

·         Promote capacity development and professional growth through active learning;

·          Assist in identification of capacity development needs of District departments, MOI Planning department, district administration staff and councilors;

·          Coordinate with MOI, Dowlad-Kaab other partners on activities and share lessons learned and experience.

·          Facilitate district department and MOI department of planning the district council and administration to enhance action and progress, lessons learned and make suggestion for improvement;

IV.  DELIVERABLE AND IMPACT OF RESULTS
 DELIVERABLES:

Within the first six weeks of the assignment, the Expert will prepare a detailed Work Plan for the remaining period of the contract based on the objectives of the assignment. This must be approved by the Director of the Local Government prior to implementation. A copy of the Plan must be provided to the JPLG and other partners.

·        Submission of monthly, quarterly, and Annual Work Plan;

·        Identify  capacity gaps and design plans for strengthening capacities;

  • Capacity Building Strategy for District Deparment and Planning department developed;
  • Capacity Building Strategy and Action plans for district capacity development produced in collaboration with district Department Directors, MOILGs and Dowlad-Kaab on an annual and quarterly basis;

·        Prepare an On-job training and capacity building actions plan,

  • Produce monthly , quarterly and annual reports

IMPACT OF RESULTS:

The key results have an impact on the execution of the District Planning Departments.  Appropriate fulfillment of tasks and a client-oriented approach enhances District Departmentsand district councils’ capability to effectively and efficiently manage management the requirements of the local governance reform activities. The Capacity Building  consultant will be responsible to the District Executive but working closely with  the department of  District Local Government, and Department of planning.

The key results have an impact on the success of decentralization process in State. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

VI. Recruitment Qualifications

EDUCATION University Degree in Public Administration or a related field.
 

 

  • At least 5 years of relevant experience at the national or international level is required.
  • Proven experience in capacity development and implementation.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc).
  • Experience with administration, finance, and human resource management required
  • Self driven and motivated, ability to work under a minimum of guidance
  • Pays attention to detail and ensures transparency and accountability
  • Service minded and helpful, energetic and positive, and takes pride in seeing that the district is able to handle tasks.
Language Requirements: ·        Fluency in English and Somali written and spoken language required.
