CONSULTANCY TERMS OF REFERENCE FOR CONDUCTING CAPACITY BUIDLING OF MILK VALUE CHAIN IN BELEDWEYNE.

						the local Tax regulations applicable at the SCI contracting office named above
	7			Travel requirements		The consultant will cover the travel costs (tickets) and arrange local travel to field
						sites.
	8			Qualification and Experience		The following are the minimum requirements for Consultant/Firm to be considered
						for carrying out the assignment.
						•   Master’s degree in the field of Veterinary medicine, Livestock production,
						Agriculture and development, or related fields.
						•   At least 3 years with similar or relevant experience and engagement on Dairy
						value chain analysis or undertaking related tasks.
						•   Should have solid experience in both the humanitarian field and in the
						veterinary/livestock public health profession.
						•   High understanding of the Dairy value chain will be an asset
						•   Sound knowledge context as well as demonstrated ability to manage the
						available time and resources and to work to tight deadlines
						•   Experience working with inclusive business models and partnerships with the
						private sector is an asset;
	9			Evaluation Criteria		The consultant must meet the above required qualifications and experience.

The major dairy product growth opportunity in Somalia in general and Hiran is fresh milk which impacts upon the livelihoods of tens of thousands, the vast majority of whom are low- to middle-income milk producer households, other milk products in urban markets are by-products of a large milk souring problem which would scarcely exist if milk souring, and spoilage issues were comprehensively addressed. A level playing field prevails for investment in upgrading the fresh milk value chain.

Besides, Milk provides relatively quick returns for small-scale livestock keepers. It is a balanced nutritious food and is a key element in household food security. Nutrition is one of the most vital inputs to child survival and early development. Malnutrition results from a combination of an inadequate intake of calories, micronutrients, and high-quality protein. Research increasingly demonstrates that animal-source foods provide complete protein, energy, and an array of micronutrients that are often limited or unavailable in the rural peasant diet. Milk is a major source of dietary energy, high-quality protein, and fat. It can make a significant contribution to meeting the nutritional requirements. Despite livestock milk being a vital component of pastoralist households’ diets, children in pastoralist communities of Africa are reported to be prone to malnutrition.

Smallholders produce the vast majority of milk in developing countries where demand is expected to increase by 25 per cent. Dairy imports to developing countries have increased in value by 43 per cent between 1998 and 2001. Over 80 per cent of milk consumed in developing countries is handled by informal market traders with inadequate regulation.

In urban areas milk is available to common consumers in two ways vis-à-vis loose/unprocessed milk and packed/processed milk. The dairy industry in Somalia is plagued by a number of problems which include lack of commercial dairy farms, low productivity due to poor nutrition, weak infrastructure, lack of financial facilities, and the ready availability of raw milk to a poor and uneducated population.

In addition to that Fresh milk has a short shelf-life in because of the high temperature, fresh cow milk has a shelf-life of just 5-9 hours, camel 12 hours and goat 24 hours. Milk volume and value is also lost to high temperature and poor handling practices. This leads to unavailability of milk in the market through out the days which also contribute to poor accessibility

of safe and nutritious milk in Beledweyne affecting food security and child nutrition. The worst of all is that women in milk trade loss their small startup capital due to milk spoilage and souring making them drops out and lead destitution.

Milk spoilage as a result of high temperatures, poor milk equipment and containers lead to high loses in urban milk markets. Open air markets in Beledwayne is known for exposure to high environmental temperatures compounded by lack of cold chain; unhygienic milk containers and filthy environment. The major contributor to milk spoilage (accounting for about 75% of spoilage losses) due to the long lead time that milk is exposed to very hot temperatures before and after arriving at urban markets (generally around 11am).

Cold chains and cold storage are universal and major challenges of dairy businesses and accounts for the loss of milk and milk products, in the form of milk spoilage, reduced milk quality, and milk adulteration with preservatives that renders milk unfit for human consumption, and it is public health consequence by entering human food chain. As result it causes economic in efficiencies of dairy businesses, therefore, leads failures of dairy business. therefore, necessitates the need to provide cold chains to increase their production capacity.

OBJECTIVE OF THE CONSULTANCY.

The objective of this consultancy to support small milk traders and catapult them from the constraints limiting the initiations and development of their business through: 1.) training on hygienic milk handling techniques. 2) provide and advice on the specification of appropriate cold chain facilities.3) support them operationalize the cold chain facilities. 4) create groups, cooperative and association for milk traders. 5) support the organization of dairy actors, 6) set selection criteria for the dairy actors. The consultant will also create model milk traders for both women and youth to encourage youth to employ themselves and their fellow youth.

The Consultant will be responsible by providing training and support for small scale female entrepreneurs in Beledwayne whose Save the Children intend to support with business and milk hygiene training and access to appropriate finance, catalyze the milk value chain to enable them purchase of solar powered chest freezers and produce storable dairy products. The women groups will also be trained on group dynamics. The beneficiaries will enter into agreement with existing milk producers and milk bulkers businesses, effectively operating as independent milk and milk products sellers, with additional support to these standalone businesses forthcoming form the milk producers and bulkers.

SPECIFIC OBJECTIVES

• Train milk traders on milk hygiene and handling techniques
• Support the traders improve their storage capacity through advertising type of cold chain support required with specifications and costings
• Support milk traders group formation and setting criteria for group members through training them on business group formation.

Scope of work

SCI is seeking a consulting firm or individual consultant to support Dairy value chain actors improving their small informal businesses through training and group formation in Beledweyne districts Hiran region under BRiCS.

The consulting firm will be responsible for:

• Identify suitable female trainees, who will also be supported by Save the children as ToTs who are within the dairy value chain such as processors, bulkers, sellers and distributors
• Developing and delivering the main business and milk hygiene training and mentoring needs identified during this initial consultation and agree with the milk value chain actors involved the support to this that they will bring business expansion, use of technology and employability.
• Identify and recommend various financial services/or tools that milk marketing groups can benefit or engage
• Where appropriate, evaluate and assess any local support networks or cooperatives that can be involved in ongoing support and mentoring of beneficiaries
• Milk hygiene and handling Training report
• Established a model dairy shop in Beledweyne.

Consultant role and expecting deliverables

• Provide them training and filling knowledge gabs
• Provide milk hygiene and handling trainings
• Advising on the cold chain facilities and specification appropriated to the Somali context.

Reporting

The consultant will be expected to maintain daily contact with the SCI field teams on data collection and the trainings and provide feedback on daily basis during the assignment.

Time Frame

The duration of the assignment will be 30 days.

Code of conduct

Save the Children’s work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children’s rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children’s Code of Conduct sets out the standards which all staff members must adhere to and the consultant is bound to sign and abide to the Save the Children’s Code of Conduct.

A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service. The Consultant will not therefore disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation and implementation of the consultancy agreement.
