- BACKGROUND
Somalia Children Welfare and Rights Watch is a local NGO operating and registered in Somalia for humanitarian activities. Somalia Children Welfare and Rights Watch is implementing some major programmes in Somalia with various donors like UNICEF, DRC, NRC, INTERSOS among others. Staff capacity building is a core element of SCWRW’s operations hence good governance skills are a priority for development identified amongst our staff in order to enhance programme delivery and response.
This TOR spells out the overall objective of the assignment and general terms and conditions including but not limited to the general methodology, tools, and approaches, expected outputs/deliverables, and the required qualification and experiences of the consultant to conduct the training.
- PURPOSE AND SCOPE OF THE ASSIGNMENT
The purpose of this assignment is to assist SCWRW staffs in having sound financial and programme management
The objective is developing financial capacity of SCWRW in terms of internal controlling, budget process, financial policies and procedures, professional use of accounting software and delivery of financial reports such as periodic and annual audited financial reports. The consultant
will be responsible for performing training needs assessments, designing and delivering relevant learning materials.
This training shall include the following actions in addition to the actual sessions as planned:
- Develop training manual, schedule, and tools for the training to be delivered.
- Deliver training on Developing and Implementing
- Share training tools developed with Somalia Children Welfare and Rights Watchbefore the training date.
- Develop and submit high-quality training reports.
- METHODOLOGY AND APPROACHES
The consultant will use participatory approaches and methods. The training will be delivered using a variety of training and facilitation methodologies and techniques. These methods are aimed at enhancing individual and group interaction while maximizing learning. Some of these methods are:
- PowerPoint Presentations
- Group exercises, simulations and debriefing meetings
- Printed Handouts and reading materials
- Individual and team exercises
- One-to-one and group discussions
- DUTIES AND RESPONSIBILITIES:
- Identify training needs by evaluating strengths and weaknesses;
- Translate requirements into trainings that will groom individual for the next step of their work performance contributing to the project implementation and sustain their organization’s development strategy;
- Develop or oversee the production of training handouts, instructional materials, aids and manuals;
- Deliver training to SCWRW staff with different background and positions;
- Assess training effectiveness to ensure incorporation of taught skills and techniques into individual work behavior;
- Evaluate ongoing programs to ensure that they reflect any changes.
- EXPECTED DELIVERABLES/OUTCOMES.
- Inception report: Outlining details of activities with proposed methodology and timeline/ delivery dates
- Develop and submit the training schedules and tools with the training themes to Somalia Children Welfare and Rights Watch
- Compile and submit quality training reports to Somalia Children Welfare and Rights Watchfor the training conducted.
Skills and Qualifications
- QUALIFICATIONS. EXPERIENCE AND REQUIRED COMPETENCIES FOR THE CONSULTANT
SCWRW is looking for a consultant who will be responsible for capacity building our staffs on financialand programme matters. Applicants will be shortlisted based upon their expression of interest, budget and CV. The marking system is as follows:
- Quality of proposal (10 points)
- Extensive work experience and proven record in financial management (30 points)
- Demonstrate experience of having undertaken similar assignments (30 points)
- Good analytical and documentation/report writing skills (10 points)
- Proven communication and facilitation skills (10 points)
- Excellent command of oral and written English (10 points)
Those attaining 70 or more points will be shortlisted, and then the successful candidate will be offered the contract by the procurement committee. The purpose of the procurement committee in this instance is to ensure that all procurement is carried out objectively in a fair and transparent manner in order to prevent conflict of interests and corruption. The evaluation will be advertised openly as this will generate competition and promote transparency and accountability.
- TIMEFRAME
The financial and program management capacity training is planned to be undertaken in December 2022.
