BACKGROUND:
Community Empowerment& Social Development Organization (CESDO) is a Somali, nongovernmental, non-political, and non-profit making organization that observes humanitarian principles such as: Humanity, Neutrality, Impartiality, Operational Independence and Respect for Diversity, Co-existence to guide its operations. Further the organization has over the time developed operational principles, human resource base and knowledge management to support the delivery of effective sector-based programs that provide value and produce the desirable impact to the beneficiaries.

The organization has multi-sectorial experience based on its almost 8 years (2014 to current) of practical experience in diverse emergency humanitarian responses and interventions oriented towards various sectors e.g. CCCM, WASH, Protection, FSL, CCCM, Peace building & enhancement of Good Governance including conflict resolutions.

Therefore, to respond to the urgent and dynamic humanitarian needs in South West State, CESDO received funding from Somalia Humanitarian Fund (SHF) in a project called “Provision of life-Saving CCCM responses to newly displaced and protracted IDPs in Berdale town that aims to implement CCCM responses in Berdale town.

Job Purpose:

  • To increase CESDO’s Humanitarian responses through the provision of strategic support on Camp Management and Camp Coordination (CCCM) and to strengthen CCCM activities in the field in accordance with CESDO’s principles.
  • To Provide Life-Saving CCCM services to the newly and Protracted displaced communities in Berdale IDP sites, Bay Region, South West State, Somalia.
  • Main focal point for IDP site regarding all information on service Mapping, Sites Monitoring and CFM.
  • Support Camp Management Committees (CMC) and CESDO in carrying out duties
  • Support CESDO CCCM project activities implementation.

Responsibilities:

  • Work closely with the community to monitor and report CCCM activities, CFM responses and support awareness creation
  • Conduct, service mapping, site monitoring, site verification, detailed site assessments, safety audits, eviction risk mapping and flood monitoring by providing information and collecting data as requested.
  • Lead the creation or strengthening of camp management committees so that the appointment of committee members is done in a transparent and inclusive way and that ToR are created in a participatory manner and agreed upon all stakeholders.
  • Conducting regular meetings with committee members and ensuring community participation in coordination meetings through community mobilization activities
  • Managing of the CFM information desk activities in the site, including collection and review of complaints forms, referral to responsible agencies with support of CCCM project officer, timely reporting of sensitive complaints to line manager and regular submission of all data collection forms to Information Management unit for data entry and analysis
  • Support community led site maintenance activities to ensure upkeep of sites (cash for work, site maintenance committees, distribution of tools)
  • Conduct Mass sensitization and Awareness raising sessions campaigns in the IDP sites
  • Maintain inter-sector complaints feedback mechanisms (CFMs) at the IDP site-level.
  • Timely reporting any gaps and/or duplication in service delivery and communities needs emerged during daily activities
  • Timely reporting any risk of evictions identified daily activities to the line manager
  • Cooperating in data collection for service delivery or other purposes as needed
  • Supporting and promoting participation of women, youth, people with specific needs and marginalized groups in camp governance mechanisms and CCCM Activities.
  • Accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases etc., in soft and hard copy.
  • Supporting and promoting participation of women, youth, people with specific needs and marginalized groups in camp governance mechanisms and CCCM Activities.
  • Considering gender, protection, and GBV concerns in all aspects of activities.
  • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, CESDO staff, partner agencies, casual labors).
  • Any other duties in support of CCCM project as directed by the CCCM project Officer.

Qualifications:

  • Previous CCCM related work experience including working with IDPs, returnees and Host Community members.
  • Degree in Social Sciences/Diploma/ High School Certificate.
  • Understanding of the local context especially on Berdale district.
  • Somali Speaking preferably May Dialect and English is an added advantage.

Skills & Knowledge:

  • Have good verbal and written communication skills both in English and Somali.
  • Be approachable, Conversant and able to work effectively in diverse, cross-cultural teams in a complex, multi-dimensional work environment.
  • Good leadership skills and a team player.
  • Be computer literate including Microsoft Office programs (Word and Excel).
  • Possess excellent attention to detail, highly organized, rigorous, self-motivated, strong sense of responsibility, ability to work independently.
  • Be able to maintain high level of confidentiality.
  • Previous experience similar to this position is an asset.
