Role Purpose:

The CP case worker will be responsible for providing case management to Sustainable Opportunities for More Accessible Livelihoods and Integrated Assistance Project funded by the Bureau of Humanitarian Assistance (BHA)I. BHA is dedicated to protect vulnerable communities and children from abuse, exploitation, violence and neglect through the strong community based child protection mechanism.  .

ROLE PURPOSE: 

The CP case worker will be responsible for providing case management support under the Community Health and Social Accountability Project (CHASP), Phase II. CHASP is funded by SIDA and SDC jointly, and this award relates to Sida’s contribution in line with key child protection principles including best interests of the child, confidentiality, do no harm and child participation. The case worker will work closely with children who have child protection problems and at-risk children, providing case management services in line with the National CP Standard Operating procedures, and Global minimum standards of child protection case management. She/He will be an advocate for children, ensuring children’s needs are at the core of service provision with children’s participation solicited at every stage of the process. This will include conducting outreach in order to reach children who otherwise would not have access to services. The case worker will be well equipped to support the child’s resilience and conduct social resource mapping with the child, safety planning, in addition to facilitate access to services for the child and their family.

The case worker will work in Bari region and will be based in Bossaso  conducting house visits; follow up and monitoring of children protection concerns, or at risk in line with CP case management guidelines. The case worker will also be responsible for closely coordinating with relevant external agencies for service provision and referrals to national mechanisms to report cases of children at high risk of harm as per the National CP Sop’s to ensure the child’s best interests. Internally the case worker will be working closely with the CP Officer to identify children at high risk of harm as well as coordinate with other sector staff such as health, nutrition, education and FSL to refer caregivers and children to the services provided by them. Reporting To : Child Protection Officer

KEY AREAS OF ACCOUNTABILITY: 

Job Duties & Responsibilities

Case Management:

  • Identify individual CP cases of children in contact and in conflict with Law, through outreach and referrals from other actors, agencies, community members and partners.
  • Conduct initial and follow up assessments for CP & GBV cases and prioritize them according to risks levels.
  • Develop case plans that respond to needs addressed in initial and comprehensive assessments and seek support of supervisor when necessary.
  • Regularly follow up to ensure all services and action points listed in the case plan are carried out within agreed time frames. Ensure that progress is regularly reviewed.
  • Regularly monitor and support to children and families through home visits, providing guidance, advice and emotional support, community mediation and referrals.
  • Work with CP officers/managers from SCI and external agencies to arrange case conferences for complex cases and ensure children receive multidisciplinary support.
  • Manage CP cases in line with Standard Operational Procedures (SoPs), adhere to standard documentation processes and follow best practice guidance.
  • Apply the National SoPs for case management and ensure Do No Harm analysis are carried out and the principle of Do No Harm is observed and upheld in all the engagements of the CP Case Worker.

Data Management:

  • Regularly document cases by using all the approved tools and forms.
  • Update databases / CPIMS+ and other tracking sheets to ensure a comprehensive record of the cases.
  • Ensure that data collection and storage respect data protection protocols and confidentiality principle.
  • Regularly provide field reports, CP monitoring reports and reports related to project progress to your line manager.

Coordination and Representation:

  • Directly communicate effectively with other caseworkers and service providers in order to advocate, collaborate and make referrals according to the best interests of children.
  • Regularly attend case management meetings and relevant case conferences at field level.
  • In addition to the case management team, collaborate closely with other members of the Child Protection team, ensuring smooth coordination and referrals.
  • Direct communication and coordination with CP & CRG officer, CP & CRG Coordinator and  Program manager and CP agencies CP focal points
  • Undertake all other duties that may be requested by the line-manager and that are compatible with the job
  • Participate actively in weekly and monthly coordination meeting with the line manager/program head.

QUALIFICATIONS, EXPERIENCE AND SKILLS 

Academic Background: Bachelor’s Degree in Communities Development, Public Health, Psychology, Social work, or other relevant degree.

Experience:

·         At least one or twoyears of experience in Social Work and Case Management Intervention

·         Experience working with Child protection and GBV projects.

·         Strong knowledge of community based child protection mechanisms. Worked save the children or other child protection actors as community based workers experience is an added value.

Professional Competencies:

·         Good knowledge in Child Protection.

·         Able to deal with very vulnerable youth from different backgrounds and with delinquency behavior.

·         Cultural sensitivity.
