Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
Reporting Lines
The position is under the overall supervision of the FAO Representative in Somalia, the direct supervision of the International Civil Engineer for JOSP in collaboration with CTA, and the technical guidance of FAO Resilience Coordinator and the Agriculture and Infrastructure Unit.
Technical Focus
The incumbent will be responsible for design and implementation of the reservoir/irrigation rehabilitation and development work under programme. S/he will supervise, plan, design and ensure operation and maintenance of reservoir, irrigation, flood protection projects.
Tasks and responsibilities
• Prepare BoQ and drawings for water harvesting reservoir, irrigation canals and flood defense structures.
• Develop standard quality control procedures to be performed by the contractors.
• Develop standard documentation for construction works and quality control and assurance for the activities.
• Supervise construction works contracts including quantity measurement, quality, variation, and payments.
• Review reports from state government engineers.
• Analyze survey data for the canals, reservoir, river embankments and command areas.
• Provide technical back stopping to the government team of Engineers.
• Prepare weekly progress reports.
• Organize a site visit on the Quality Assurance plan.
• Carry out quality and quantity surveys during the site visits.
• Inspect quality of in-built materials in accordance with the contracted BoQ and design documents.
• Determine the extent and nature of defects discovered during the survey of executed works, if any.
• Examine building site documentation to see if the defects were noted by the engineer and instructions given to the contractor to remedy them.
• Determine if there are any discrepancies between the Interim Payment Certificate and inspected works in terms of installed quantities.
• Evaluate executed works in accordance with good practices, as well as project standards.
• Develop a narrative report to present findings of the survey; provide recommendations for improvement of contract management.
• Organize a site visit following the substantial completion of works.
• Perform any other duties as may be requested by the supervisor from time to time.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in civil/ irrigation/ water engineering, or other relevant discipline from a reputable institution.
• At least 6 years of relevant experience with bachelor’sdegree or 4 years of working experience with master’s degree in irrigation and river embankment experience; experience as Construction Engineer and experience in construction supervision and quality assurance for construction works.
• Working knowledge (level C) of English and Somali.
• National of Somalia.
