Location: Somalia; RI will provide travel and accommodation to Somalia for international consultant
Reports to: Regional Director with Dotted Line to Regional Program Director

About the Africa-Asia Region:
RI currently operates in nine countries in the Africa/Asia region: Afghanistan, Bangladesh, Iran, Myanmar, Pakistan, Philippines, Somalia, South Sudan, and Sudan, with a focus on the four RI sector pillars: Health (incl. Nutrition), WASH, Education and Economic Opportunity. RI currently employs more than 3,000 staff (direct and indirect) in the Africa/Asia region and implements a range of emergency response and development programs valued at approximately $50 million USD on an annual basis.
Position Summary:
RI has been operational in Somalia since 2007, and will be moving into hibernation. The consultant will be tasked with ensuring leadership on all elements related to hibernating a country mission, including smooth closeout of remaining project, leading on asset disposition, financial management considerations, HR considerations, and legal considerations. The Consultant will work directly with the Somalia team with leadership and support from the Africa/Asia Regional Support Office.
ESSENTIAL RESPONSIBIITIES and DUTIES:
· Ensure smooth close out of remaining project from a programmatic standpoint, including: community engagement on closing, partnership management (local and international), communications with local authorities and other stakeholders, MEAL tasks including final evaluation(s) and lessons learned documented.
· Participate in strategic document for institutional positioning for Somalia as part of hibernation plan to facilitate future reopening.
· Support RI to capture completed close-out/hibernation actions in a summary report, including links to relevant online folders that contain important documentation; list of relevant external and internal contracts; deadlines and process for government registration renewals etc.
· Work closely with Finance team to ensure full spending and no outstanding liabilities in country to suppliers, government entities and/or other.
· Support RI to close bank accounts and/or make any other banking changes as requested.
· Support RI to ensure positioning for registration continuation.
· Ensure documentation is properly stored and/or shipped out of country to Kenya as agreed with RI, and all documents are scanned online (RI will support with staffing to do this if necessary).
· Ensure compliant and complete asset and inventory disposition.
· Support RI to ensure no outstanding liabilities related to HR.
· Support RI to ensure IT requirements for moving to hibernation are fulfilled.
· Other tasks as required to ensure the smooth and compliant hibernation of the Somalia country mission.
QUALIFICATIONS & SKILLS REQUIREMENTS
This position will require a demonstrated ability to achieve results in a demanding and fast paced environment.
· University degree or equivalent tertiary education.
· Demonstrated relevant professional experience in closing field offices.
· Experience working in Somalia are a plus.
· Proven skills in negotiation and problem- solving.
· Strong organizational skills.
· Ability to work with local counterparts and communicate well with a wide variety of stakeholders.
· Team player with good interpersonal skills.
· Excellent English written and verbal communication skills.
· Understanding and sensitivity to cross cultural issues.
