Communications Consultant- Somali Bureau of Standards (Individual Consultant) – Mogadishu, Somalia

  1. Background: The Republic of Somalia has received financing from the World Bank towards the cost of the De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE); and intends to apply part of the proceeds of the above project to finance the position of Communications Consultant (Individual Consultant) for the Somali Bureau of Standards (SOBS).

Responsibilities: The communications consultant is responsible for managing all communication and media tasks of SOBS which includes developing communication materials, reports and increasing the visibility and knowledge management of the institution: All other specific tasks detailed in in the Terms of Reference (TOR) for the assignment that can be found at the following website: https://mof.gov.so/publications/communications-consultant-somali-bureau-standards

  1. Duration: The proposed duration for the assignment is twelve (12) calendar months from starts date.

Skills and Qualifications

  1. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
  2. Advanced University Degree (Master’s Degree or equivalent) in communications, development studies, journalism, international affairs, political science, or Public Administration and other related field.
  3. A first level University degree (Bachelor’s Degree or equivalent) along with 8 additional years of relevant experience may be accepted or Master’s degree with 5 years of relevant experience.
  • A minimum of 5 years of progressively responsible experience in public relations, media management, partners or client relationship management, institutional development and/or market analysis.
  1. Demonstrated excellent research and analysis skills related to partner/business development in an international setting.
  2. Proven knowledge of visual communications principles and fluency with design software.
  3. Understanding and/or experience with digital content and social media analytics
  • Good understanding of functioning of Somali government and its socio-political landscape.
  • Demonstrated ability to use basic graphics programmes.
  1. Field experience or experience in developing countries will be considered an asset;
  2. Experience with international organizations or public institutions are considered an asset.
  3. Excellent writing, editing and oral communications skills in English and Somali is required.
  4. The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).

Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

  1. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
