PROGRAM/DEPARTMENT SUMMARY:
The Voluntary Return and Repatriation Program (VOLREP), under the IRE IV Program is to support Somali refugees willing to return from Kenya to Somalia, through ensuring their means of livelihood, productive assets as well as safe and dignity return to Country of Origin. All over the country – Somalia, there are 3 Way Stations in Luuq managed by DRC, in Baidoa managed by SWSS and in Kimayu, Dhobley and Afmadow way stations managed by Mercy Corps. Each of the 3 Centers has a capacity to host 1000 people, except Kismayu Way Station, which has been expanded in September 2016 and has the capacity to host 1500 people. The Way Stations were prepared to provide basic assistance, protection, and provision of return assistance package to any voluntary returnee.
Additionally, Kismayu, Dhobley and Afmadow Way Stations are going to provide other services than above mentioned. It is SCOPE Cards Registration, topping up and distribution to the respective return beneficiaries. Therefore, it is required, to have specific staff, to run this SCOPE work and its related tasks that require fully assigned staff, which have adequate competency to manage the SCOPE work in Kismayu Way Station.
General Position Summary
The Community Protection Assistant, under the supervision of the Program team lead, is responsible for the day-to-day implementation of the various protection activities in the field locations under his/her responsibility (Banadir Region). This includes conduct Protection Monitoring, referrals and follow up of referrals, (including establishing referral pathways), identification of IPA beneficiaries and follow up of cases, psychosocial support activities, monitor the protection incentive workers’ work and manage them daily. The Protection Assistant will also be responsible for supporting needs and programmatic assessments, supporting the preparation of activity and protection reports and analysis (information collection, community consultations, etc.), identifying and communicating protection concerns in his/her locations, identifying and communicating programmatic needs in targeted locations, supporting the Officers in providing capacity building to key stakeholders, and in collecting and managing project data ensuring the highest standards of data and information protection and confidentiality.
The Community protection Assistant will have to coordinate closely with the clusters including Education, Food security, WASH, CCCM and Protection. Similarly, the assistant Protection Officer has to closely coordinate with the Local Administration, the IDP and host community leaders, and other key project stakeholders to achieve the program goals and ensure that all activities to be implemented on demand-driven; and communities mobilized in a participatory way. He/she will have to show full adherence to Mercy Corps procedures, policy, and security protocols.
Essential Job Responsibilities
- Conduct periodic need assessment and prepare activity papers and documentations
- Maintain close working relationship with local authorities, INGOs and Local NGOs
- Foster a collaborative team atmosphere which engages the stakeholder.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission
- Ensure the organization and the implementation of all protection activities at field level in accordance with the agreed Work plan (under the supervision of the Protection Roving Officers and Manager) and the international standards
- Ensure the management of the field protection incentive workers (team and work management)
- Prepare necessary activity and protection reports (weekly, monthly, ad hoc)
- Participate in conducting needs and programmatic assessments in targeted locations
- Identify and intervene on protection cases in the camps and host communities with technical support from their line manager.
- Refer protection cases to partner agencies and seek to solicit services for them.
- Attend and represent MC in all Protections cluster meetings, provide updates, and closely work with protection partners and make referrals where necessary.
- Ensure all protection activities and cases re individually documented, filed and up to date in Mercy corps TOLA data
- Engage with communities directly and create awareness on human rights, child protection, SGBV, and other protection-related topics
- Train community members, partner staff and other local authorities on protection topics
- Identify protection trends and bring this to the attention of the line manager for action planning
- Carry out advocacy and sensitization activities at the field level
- Represent Mercy corps protection in all partner discussions at the field level
- Participate in and actively recruit casual social workers are needed.
- Conduct community meetings, FGDs, and other direct community activities as part of protection monitoring.
- Carry out any delegated activities as assigned by Mercy cops management at the field level including supervision of field bases.
- Manage Mercy corps protection assets assigned to the field of operation.
- Liaise with security officers in Mercy corps to keep up to date on the security situation of the field base at all times.
- Support protection coordinator, the manager with itinerary planning for field visits including donor visits.
- Provide detailed updates of activities within your designated field site.
- Document good practices and lessons, testimonies, and stories for program learning from field visits, surveys and assessments that have been done
- Work with all MC staff to compile all program related documentations for Kismayo – as may be required to travel to other way stations in lower juba region from time to time
- Perform any other assigned duty by Mercy Corps Somalia.
Security
- Ensure compliance with security procedures and policies as determined by country
- Proactively ensure that team members operate in a secure environment and are aware of policies.
Reporting:
Reports Directly To: Program Team Lead
Works Directly with: All Somalia staff
Knowledge and Experience
- Diploma in Public health or other relevant field required.
- At least 1 years’ experience in similar capacity with INGOs.
- Knowledge of protection norms, principles, and activities on protection aspects.
- Excellent written English skills, with proven ability to produce final documents for team members consumption
- Excellent in Communication.
- The ability to handle sensitive cases, maintain and apply high level of confidentiality and closely work with the protection partners.
- Ability and willingness to maintain a regular presence at project sites (remote / field sites)
- Must have an experience Computer skill.
- Ability to work effectively with an ethnically diverse team in a sensitive environment.
