Compliance Auditor – Mogadishu, Somalia
Background
The Office of the Auditor General of the Federal Republic of Somalia (OAGS) is responsible to audit all the federal public institutions, ministries, departments and agencies (MDAs) and enterprises in which the federal government has controlling interests. As our compliance auditor, you are directly responsible for protecting public assets through regular auditing. As you see fit, you should recommend improvements to the institutions infrastructure regarding internal control and recognizes when there is a problem. Determines compliance within regulations, policies, and procedures. Identifies methods of resolution and options for corrective action.
Roles and responsibilities
- Manages and enforces an effective legal compliance program that’s in line with both federal and state laws.
- Provides management reports by collecting, analyzing, and summarizing management information.
- Ensures compliance with regulations and controls by examining and analyzing records, reports, operating practices, and documentation; and recommending opportunities to strengthen the internal control structure.
- Collating, checking, and analyzing spreadsheet data.
- Examining MDAs accounts and financial control systems.
- Gauging levels of financial risk within organizations.
- Checking that financial reports and records are accurate and reliable.
- Ensuring that assets are protected.
- Providing direction and leadership to project teams of professional staff, and contracted resources as required, ensuring professional practices and standards as well as budget and timelines are met.
Required qualifications
- A bachelor’s degree in finance, accounting or commerce or a related field.
- A professional certification, like CIA, CPA, Certified Compliance or Ethics Professionals etc. will be preferable.
Experience and requirements
- 3-5 years’ experience as an auditor, with a working knowledge of different accounting software.
- 3+years’ experience in leading audit teams.
Knowledge & Skills
Knowledge:
- Local legislation and regulatory framework governing the OAG Somalia and auditing profession.
- Fundamental principles of public-sector auditing.
- INTOSAI code of ethics.
- Quality control for SAI.
- Financial, compliance and performance audit principles & standards.
- IFRS, IPSAS, local accounting framework requirements and/or public sector accounting framework requirements.
- Local public financial management legislative and regulatory framework requirements
- Local legislative and regulatory framework governing the specific industry of the auditee.
- Information systems, computerized information systems and computer-assisted audit techniques.
Skills:
- Audit planning and procedure.
- Audit risk, analysis and internal control systems.
- Quality auditing and materiality.
- Documentation management.
- Audit review and follow up.
- Audit communication.
- IT audit and environmental risk auditing.
- Professional judgement.
- Project management skills.
Language requirement: the official working language is Somali, English and Arabic are preferable.
