About the Job.

The Social Environmental Agency (SEA) is a national non-profit and non-political organization established in 2017 by Somali intellectuals to address the needs of Internally Displaced Persons (IDPs), returnees, and vulnerable host communities in Somalia, particularly in Jubaland, South West State, and Bannadir Region. SEA operates its headquarters in Kismayo with sub-branch offices in Mogadishu, Baidoa, and Afmadow.

SEA’s interventions encompass various sectors including; Food Security and Livelihoods, Water Sanitation and Hygiene (WASH), Health, Protection and Gender-Based Violence (GBV) issues, enabling effective engagement with communities, governments, donors in projects implementations.

Position Overview:

Social Environmental Agency (SEA) is currently seeking a qualified Compliance Officer who will base in Kismayo, with frequent travel to the field for regularly project implementation and technical support activities.

Duties and Responsibilities.

• Ensure that all activities related to cash transfers comply with the project policies, guidelines, and legal requirements.
• Identify potential risks associated with cash transfers, such as fraud, misuse of funds, or security concern, and develop strategies to mitigate these risks.
• Monitor the distribution of cash transfers to ensure transparency, accountability, and adherence to established procedures
• Maintain accurate records of cash transfers and related activities. Prepare regular reports on compliance issues, challenges encountered, and recommendations for improvement.
• Provide training and support to project staff on compliance -related matters, including proper handling of cash, reporting procedures, and fraud prevention.
• Coordinate with internal and external auditors to conduct audit of cash transfer activities. Implement internal controls to safeguard funds and prevent unauthorized transactions.
• Uphold ethical standards and promote integrity in all aspects of cash transfer operations. Address any ethical concerns or misconduct promptly and appropriately.
• Maintain open communication with project stakeholders, including donors, and beneficiaries regarding on compliance issues and updates.
• Stay informed about changes in regulations and best practice related to cash transfers and adjust project procedures accordingly.
• Address compliance related challenges proactively and find solutions that balance regulatory requirement with project goals and beneficiaries.

Minimum qualifications and required competencies

• Bachelor’s degree in law, finance, business administration, or a related field.
• Proven experience as compliance manager.
• In-depth knowledge of the industry’s standards and regulations.
• Excellent knowledge of reporting procedures and record keeping.
• Methodical and diligent with outstanding planning abilities.
• An analytical mind able to “see” the complexities of procedures and regulations.
• Professional certification, such as Certified Compliance & Ethics Professional (CCEP) or similar, is highly recommended.
