Context:

 

Under the overall supervision of the Senior Resources Management Officer (SRMO) and direct supervision of the Resources Management Officer (Grants Compliance) with the close coordination of the Program Manager Rapid Support Mechanism; and, in collaboration with relevant units at Headquarters (HQ) and the Regional Office in Nairobi, the Compliance Officer (Implementing Partner) will be responsible and accountable for contributing to and coordinating the preparation of the Budget, Implementing Partner Report in accordance to IOM Financial Regulation and Policies.



Core Functions / Responsibilities:

 

  1. Assist the development and revision of Implementing Partner budget plans by coordinating the budgeting processes, checking compliance with IN/288 and IOM standards, budget and programming policies and procedures.

 

  1. Provide technical guidance to IOM Somalia Implementing Partners on IOM Budgetary management and financial compliance rules as well as those relevant project donors.

 

  1. Coordinate and support the preparation of Due diligence assessments and provide capacity building for the implementing partner to facilitate their achievement of the goals and deliver the objectives as per agreement.

 

  1. Draft and recommend a common reporting framework for all the implementing partners and check that changes are applied.

 

  1. Assist and closely coordinate with the PSU/SCU colleagues for the determination of the Purchase Request/Purchase Order (PR/PO) based on the deliverable.

 

  1. Assist with reviewing the Financial Report by counterchecking the data with the certified physical and electronic copies, verifying that all the supporting documents (memo’s, vouchers, timesheets, purchase orders etc.) are provided, and checking that expenditure records are eligible in the appropriate period, budget heading and budget code.

 

  1. Closely review the Open PO/PR for the Implementing Partner and double check the entry that has been done specifically for the Implementing Partner.

 

  1. Following Implementing Partner (IP) timeline for the implementation of the activities, input and highlight milestones for the funding disbursements and check that funding disbursements to the IPs are in accordance with contractual obligation.

 

  1. Check that the Implementing Partner Budget specified in the IOM Project duration and financial report produced are in accordance with the donor requirements.

 

  1. Generate and recommend the approval of the Implementing Partner budget monitoring requirements concerning the up-to-date budget consumption, instalments made, up-to-date percentages of time on consumption expenditures, etc.

 

  1. Work closely with other units of the country office, as well as other stakeholders as required, in the performance of the budgeting and compliance functions.

 

  1. Assist in liaising with relevant units at Headquarters (HQ) and regional Office Nairobi with regards to the budgetary and compliance activities of the Country Office and provide inputs for the development and monitoring of the implementation of country specific budgetary compliance measures that complement existing IOM rules and regulation.

 

  1. Review the compliance of implementing partners in terms of contractual obligations and other applicable project-specific operating procedures and check on the timely follow-up to concerns raised.

 

  1. Perform such other duties as may be assigned.

Required Qualifications and Experience:

 

Education

 

  • Master’s degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution with two years of relevant professional experience; or

 

  • University degree in the above fields with four years of relevant professional experience.

 

Experience

 

  • Experience in IOM administrative and financial management, budget monitoring, cash management and/or internal control procedures;

  • Experience working with Implementing Partners, including selection, due diligence, financial advisory contracting, monitoring and/or training;

 

  • Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis;

 

  • Experience supervising the development and implementation of administrative control procedures; and,

 

  • Experience in field emergency operations.

 

Skills

 

  • Sound knowledge of the broad range of migration related subject areas dealt with by the Organization;

  • Excellent knowledge of internal control procedures to prevent fraud and mismanagement;

 

  • Knowledge of the context/scope of work of Somalia Country Office is an advantage;

 

  • Knowledge of UN and bilateral donor programming;

 

  • Knowledge of financial rules and regulations; and,

 

  • Knowledge of International Public Sector Accounting Standards (IPSAS).

 

Languages

 

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

 

For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.

 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
