Position: Construction Engineer (CE)
Location: Somalia
Contract: Full-time contract, from October 2022
Probation period: 3 months
Background information
HALO Somalia is looking for a qualified, motivated and experienced Somalian professional for the position of Construction Engineer to support the supervision of construction activities for a one-year contract with the possibility of extension, subject to future funding.
Working Context
Under the supervision of the WAM (Weapon and Ammunition Management) Manager and in close collaboration with the CD (Country Director), the CE will support the smooth implementation of construction activities by Construction contractors and guarantee the optimum supervision and construction management in Somalia.
CE will also be expected to use initiative in problem solving and help other departments in their activities when requested to do so.
Job purpose
- The CE is responsible for supporting WAM, Financial and Procurement departments in HALO Somalia.
- Additionally, the CE supports and ensures the execution, supervision, and quality of construction projects in Somalia.
- CE will also be expected to:
Have knowledge of building and construction.
Demonstrate leadership qualities.
Have good time management skills.
Excellent verbal and writing communication skills.
Can problem-solve and use initiative.
Main responsibilities and tasks
The CE provides support and ensures the execution and supervision of construction projects in all locations. Mainly performing the following duties:
Manage and oversee the day-to-day construction management of the project.
Prepare, supervise and approve the development of the Project Execution Plan (PEP) [from a construction point of view] and its implementation, plus ensuring Lessons Learned are properly documented throughout the project’s life, including Project Close-out.
Manage the construction effort and be the construction representative of our company with the Client/s.
To plan, develop and organize the construction effort to implement the most cost-effective plan for timely completion within budget and to execute that plan.
Provide an engineering assessment as a member of a Tender Evaluation Committee for the contractors’ submittals for the Construction.
Preparation of bills of quantities, quotation, cost estimation, method of statements and other technical documentation used for construction project implementation.
Responsible for implementation of the scope of work as related to construction/ fabrication, pre – commissioning and commissioning of the facilities in conformance with project specifications, Scope of Work, and in accordance with the approved Project Schedule.
Meeting regularly with clients, third parties and other managers to report on progress.
Setting targets, objectives and responsibilities for projects in support of the line manager.
Regularly reviewing timings, budget, labour, risk, and project plans to ensure work stays on track.
Conduct site visits to inspect work, check materials, and ensure staff follow health and safety guidelines.
Dealing with contracts and contractors and mitigating the impact of any issues.
Monitor and report to the Project Manager / Technical Advisor of project details, including progress, risks and opportunities, in a timely manner.
Ensuring the delivery of high-quality work within contract timescales.
Monitor construction productivity and schedule performance and investigate reasons for less than satisfactory performance. Provide recommendations and institute measures for improvement by a modification to operating procedures/work instructions.
Ensures all changes to specifications, work scope and drawings are documented.
Working in an office and on a construction site.
Ensure all the activities are within an ethical and legal process through transparent and impartial procedures without any doubts of conflict of interest.
Adhere to Company Safety Standards and promote a safety culture among the ranks throughout the programme.
Any other ad-hoc projects and duties as required by the management.
Skills and Qualifications
A first level University degree in Civil Engineering;
Minimum 7 years of experience in a Technical Construction Office or Project / Site Management; Good command of the English language;
Ability to deploy to remote locations on short notice for a limited duration;
Computer literate with practical experience in Microsoft Office applications and AutoCAD, familiar with Microsoft Project and Primavera;
Have a valid driving license.
