Construction of Emergency Operations Centre and Warehouse in Northern State Somalia
Background and Purpose
The Somali Disaster Management Agency (SoDMA), in collaboration with the Ministry of Humanitarian Affairs and Disaster Management (MOHADM) of Northern State Somalia, is seeking Expressions of Interest (EOIs) from qualified construction firms to undertake the design-aligned construction of a modern Emergency Operations Centre (EOC) in Lasanod, the capital of Northern State Somalia.
The Somali Disaster Management Agency (SoDMA), invites your firm to submit a quotation for the construction of Laascaanood Emergency Operations Centre and Warehouse in Northern State Somalia.
This infrastructure project is part of Somalia’s broader national effort to strengthen emergency preparedness and disaster response capacity, especially in vulnerable and underserved regions. Once completed, the EOC will serve as a central hub for humanitarian coordination, emergency planning, relief warehousing, and inter-agency meetings.
Project Highlights
- Strategic Location: Lasanod, Northern State Somalia – a region experiencing recurring shocks including displacement, drought, and floods.
- Integrated Infrastructure: A facility combining an administrative office block, logistics warehouse, meeting spaces, and WASH facilities.
- Power Resilience: Equipped with electrical and solar energy systems to support 24/7 operations.
- Secure Perimeter: A 3-meter boundary wall and reinforced gate for controlled access and protection.
- Capacity Building: The project promotes local labor engagement to create employment opportunities for skilled and unskilled workers from the surrounding communities.
Scope of Works
The works under this contract shall include, but not be limited to, the following components:
1. Site Preparation and Foundation Works
- Clearing of vegetation, debris, and leveling of the site.
- Excavation and preparation of foundations for the warehouse, office block, and perimeter wall.
- Laying hardcore, blinding, reinforced concrete foundations, and tie beams.
- Soil testing and compaction to required standards.
2. Warehouse Construction (Steel/Brick Hybrid)
- Structural works: steel frame erection, reinforced concrete bases, and structural supports.
- Construction of brick/block masonry walls with cement plastering.
- Roofing with galvanized iron sheets, trusses, and rainwater gutters.
- Ventilation systems and provision of lockable shutters/doors.
- Flooring (concrete screed with tile or epoxy finish, depending on usage).
3. Administrative Office Block (4 Rooms + Reception)
- Construction of office block with reinforced concrete structure.
- Partitioning of offices, reception, and circulation areas.
- Floor tiling, plastering, and painting of internal and external walls.
- Ceiling finishes and lighting installation.
- Provision of secure wooden/metal doors and aluminum windows.
4. Meeting / Briefing Room
- Construction of a dedicated meeting/briefing space.
- Acoustic treatment (where feasible) for soundproofing.
- Fittings including lighting, power points, ceiling fans/AC readiness.
- Installation of whiteboards/projector screen space.
5. WASH Facilities (Toilets and Wash Basins)
- Construction of male and female toilet blocks with adequate cubicles.
- Wash basins with ceramic finishes and proper plumbing works.
- Septic tank and soak pit system for waste management.
- Water supply system (connection to main line or borehole with storage tank).
6. Electrical & Solar Backup Installation
- Complete wiring of warehouse, offices, and meeting rooms.
- Switches, sockets, distribution boards, and protective devices.
- Installation of external lighting (security lights).
- Solar power system with panels, inverters, and battery backup for basic operations.
- Provision for generator connection (standby power).
7. Security Perimeter Wall & Main Gate
- Construction of 3m high boundary wall with plastered concrete/brick.
- Installation of double-leaf steel main gate with lock system.
- Provision of guardhouse (optional, if included in BOQ).
- Painting and finishing of wall and gate for durability.
8. Basic Furnishing & Equipment
- Supply and installation of office furniture: desks, chairs, filing cabinets.
- Warehouse fittings: racks, pallets, and shelving units.
- Conference table and chairs for briefing room.
- Notice boards and signage for offices and warehouse.
9. Labour & Local Contractor Costs
- Provision of skilled and unskilled local labor.
- Supervision and site management by contractor.
- Compliance with occupational health and safety standards.
- Insurance cover for workers during construction.
10. Material Haulage and Logistics
- Transportation, delivery, and handling of all construction materials to the project site.
- Proper offloading, storage, and safe handling of materials.
- Contractor to ensure timely availability of materials to avoid delays in works.
11. Additional Requirements
- Provision of as-built drawings at completion.
- Defects liability period of 12 months after handover.
- Compliance with national building codes and international donor requirements.
- Environmental and Social safeguards: dust suppression, waste disposal, safety signage.
- Final cleaning and site clearance upon completion.
Detailed BOQs, architectural drawings, and site layout plans will be shared with shortlisted firms.
Eligibility Criteria
Interested firms must demonstrate:
- Valid registration/license to operate in Somalia
- A minimum of 3 completed projects of similar nature and scale in the past 5 years
- Experienced technical staff (engineers, site supervisors, safety personnel)
- Demonstrated financial capacity to implement works above USD 100,000
- Experience working with government agencies or international donors is highly preferred
- Ability and willingness to mobilize in Lasanod region under humanitarian conditions

- Valid Business License & Registration
- Proof of Similar Works (contracts, references, photos if available)
- CVs of Key Technical Personnel
- Financial capacity evidence (recent bank statement or audited accounts)
- Filled Bill of Quantities (BOQ) with unit prices and totals.
- Completion period (in weeks/months).
- Validity of quotation (minimum 60 days).
- Any relevant certifications or affiliations.

Evaluation Criteria
Quotations will be evaluated on the following basis:
- Responsiveness to the RFQ (completeness, signed BOQ).
- Lowest evaluated price among substantially responsive bidders.
- Technical capacity (experience, personnel, and equipment).
- Delivery/Completion time.
Award will be made to the lowest evaluated, substantially responsive bidder.
Contract Terms
- Contract type: Lump-Sum / BOQ-based.
- Payment terms: Payments will be made based on certified progress of works.
- Retention: 10% retained until completion and defects liability period.
- Defects liability, usually 12–24 months

- Only shortlisted firms will be invited to submit full technical and financial proposals.
- SoDMA reserves the right to accept or reject any application without assigning reason.
- This REOI does not constitute a contract, and no compensation will be provided for preparing or submitting EOIs.
