THE ASSIGNMENT

IDLO is implementing a project that aims to build a soundly regulated financial sector in Somalia that can operate efficiently and consistently with international standards by providing targeted and specialized technical support to the Somali Financial Reporting Centre as it aims to become an independent national center of expertise in the analysis of suspicious financial activities and the investigation of financial crimes.

IDLO wishes to recruit a Civil Engineer Advisor based in Mogadishu on a 90-day retainer contract to provide technical support and on behalf of IDLO supervise the construction of a prefabricated office for the FRC located inside the secure Mogadishu airport area. The duties of the Civil Engineer Advisor include:

  • Review of construction documents (including drawings, technical specifications, design, and bills of quantities) for the construction of the FRC Prefabricated Office to confirm their appropriateness and if the provided estimated total cost of works is in line with the local cost of similar construction projects;
  • If requested, prepare  detailed cost estimates of the proposed works;
  • Support the preparation of the tendering documentation for selection of Construction Contractor;
  • If requested, participate in the tender evaluations as an observer and provide expert input;
  • Once a Contractor has been selected, review the Contractor’s proposed work schedule/ implementation plan  and ensure that it is realistic and achievable;
  • Undertake site visits as required and as specified in the implementation plan to monitor Contractor compliance with all elements of the construction contract  and verify Contractor’s progress;
  • Through site visit reports alert the IDLO Senior Program Manager on any identified deviation  by the contractor, impact on the completion timeframe and propose remedial action; and
  • Undertake certification of completed works by the Contractor.

DELIVERABLES:

  • Report on the review of the construction documents including drawings, technical specifications and bills of quantities;
  • Detailed cost estimates of the proposed works  or bills of quantities if requested;
  • Site visits/inspection reports; and
  • Certification reports.

DURATION AND PAYMENT SCHEDULE

  • It is expected that the construction work will start shortly after the signing of the contract, potentially in October 2021. It is envisaged that the construction will be completed within a period of four months;
  • The Civil Engineer Advisor will be put on a 90-day retainer contract;
  • A fixed hourly and daily rate shall be agreed with the Civil Engineer Advisor prior to engagement;
  • The Advisor shall be paid for each ad hoc assignment/task completed and based on the number of hours/days billed; and
  • Payment is conditioned on the submission of an invoice and other relevant supporting documents by the Civil Engineer Advisor including progress reports and certification by the Contract Manager.

IDEAL CANDIDATE PROFILES

Education and experience 

  • Advanced university degree in Civil Engineering;
  • 4-5 years professional  experience in the supervision of construction works;
  • Experience working with Somalia-focused NGOs or UN agencies is an advantage; and
  • Experience in project management is desirable.

Languages:

  • Fluency in written and spoken English; and
  • Fluency in written and spoken Somali.

Specific knowledge, skills, and competencies

  • A good understanding of the Somali context is an asset;
  • Self-motivated and dynamic with a willingness and ability to use initiative to assist the organization to achieve its objectives; and
  • Highly developed sense of ethics, integrity, and commitment to IDLO’s mandate.
